    Unified Duty Dispatching Services


    All kinds of emergency situations that threaten the life and health of people require the emergency response services to make extremely fast and accurate decisions and actions. Experience shows that coping with sudden adversity without creating special systems public safety equipped with modern technologies and equipment for communication and information processing is very difficult.

    In almost all countries of the world, to solve such problems, there are services for providing assistance to the population in emergency situations (rescue service, ambulance service, fire service, police, etc.). There are three things in common for these services to work:
    the speed of the system's response (the time elapsed from the moment of receiving the distress signal to the moment of the beginning of the provision of assistance);
    the generally comprehensive nature of the assistance required;
    the dependence of the effectiveness of the actions of the emergency response services to provide assistance on the time of arrival, the volume and reliability of the information that rescuers have from the very beginning.

    This led to the creation of special telecommunication systems, whose tasks include organizing the provision of assistance in emergency regardless of the type and scale of this situation. These services are based on modern information processing facilities, communications and data transmission facilities. Such systems are called public safety services. It is important to note that public security services are not a substitute for emergency response services such as the police, ambulance or fire service. The public security service only organizes (coordinates) the actions of these structures, supplying them with the necessary operational and reliable information.

    The greatest development of public security services using the most modern technologies, received in the USA, Canada and the countries of the European Union. In the USA and Canada these are public safety telecommunication systems 911, and in the countries of the European Union - 112 systems. These systems were named after a single telephone number for access to dispatch services - "911" and "112" (unified unified dispatch systems). These systems have been operating since the early 70s of the XX century and have proven themselves quite well. In particular, 90% of the US population is currently using the 911 system. To create and maintain the 911 system and further improve it, state legislation introduced a tax on each telephone number (about $ 0.25 - $ 0.5 per month).

    It should be noted that the formation of 911 services required the creation of a developed legislative field, which reflects all issues of interaction between the parties involved in the formation and further work of rescue services, issues of their financing, responsibility of the parties, responsibility of citizens for false calls, issues of data confidentiality, etc. ...

    Each 911 system can be divided into an organizational part, which means the coordination and integration of all first responders, including the police, firefighters, ambulance, technical services, etc., and the technical part, which includes the control center itself, means communications, including telephone, operational radio communications, cellular and satellite communications, means of determining the location of mobile objects, digital information transmission systems.
    In Russia, work on the creation of unified unified dispatching systems (UDDS), which is a certain analogue of the "911" and "112" systems, began relatively recently. At the same time, it can be said that in many cities in Russia there are already so-called "basic systems" (in American terminology) of unified dispatch systems, in which telephone calls are still processed manually. A number of these systems use uniform (for a given city) telephone numbers (005, 051, 059, etc.), but, unfortunately, there is still no single number for the entire territory of Russia. At the same time, Russia is a full-fledged member of the European Organization of Communications and Post Administrations, which was recommended to Communications Administrations to use a single access code to the "Rescue Service" - "112".
    In the future, the number "112" may replace the current access indices to emergency services "01, 02, 03, 04, 051, etc." and will be the same throughout Russia. Prior to the transition to a single number of the "united" emergency service - "112", the Ministry of the Russian Federation for Communications and Informatization considers it possible to use the "051" index for unified dispatching services, provided as an emergency service index in emergency situations.
    If in the United States and most countries of the European Union telecommunications companies are the basis for creating the "911" and "112" systems, then in Russia the basis for creation is mainly management of Civil Defense and Emergencies... What is the reason for this?

    Several base options were considered creation of EDDS, including on the basis of city administrations.
    It would seem that many emergency services that have their own departmental duty and dispatch services are more suitable for performing the tasks of creating and functioning of the UDDS. However, they have different departmental subordination and, as a result, have little experience in organizing the interaction of all forces and means of other departments during emergency rescue and recovery operations.

    The management bodies of the Civil Defense and Emergency Situations by their very essence are intended to perform the tasks of organizing and coordinating the efforts of various departmental emergency services and, in this regard, are most suitable for the role of the base on which it is advisable to build unified dispatch services in the initial period, given that they:
    have an extensive system of emergency response command posts equipped with communication and warning systems;
    are directly involved in protecting the population, cultural and material values ​​from accidents, catastrophes and natural disasters, organizing rescue and other urgent work, preparing the population for action in emergency situations;
    systematically collect, process, exchange and issue information in the field of protecting the population and territories from emergencies;
    are staffed with highly professional specialists with experience in solving issues related to the coordination of departmental forces and means for responding to emergencies of various nature;
    have round-the-clock operational services that have communication with city, regional and central government bodies;
    have their own rescue forces.

    This solution also makes it possible to use the already created warning and information systems for the population, a monitoring and observation system and, in general, reduce the costs of creating a UDDS.
    It should be emphasized that the creation of the UDDS does not impede the development and improvement of its constituent parts and provides for a phased transition to a new structural system of rapid response to emergency situations.

    The Unified Duty Dispatch Service (UDDS) is an element of the day-to-day management body of the local (city) link of the unified state system for the prevention and elimination of emergencies; it is created under the city's Civil Emergency Situations Department and is the central link in the united system of operational dispatch management in emergency situations (OSODU) , which, along with the EDDS, includes emergency dispatch services (DDS) ("01", "02", "03", "04"), housing and communal services, monitoring and control over environment.
    The creation of a UDDS does not cancel the existing one until it appears in urban DDS order receiving messages about incidents from the population (by phone numbers "01", "02", "03", "04" and others).

    At the same time, the UDDS is the superior body for all DDS of the city on the collection, processing and exchange of information about emergency situations, as well as the coordinating body for joint DDS actions in emergency situations.

    The main tasks of the EDDS:
    - Reception from the population and organizations of messages about any emergencies, carrying information about the threat or fact of emergencies of various nature;
    - analysis and assessment of the reliability of the information received, bringing it to the DDS, whose competence includes responding to the received message;
    - collection from duty dispatching services, control and observation services (monitoring systems) for the environment and dissemination of information about the threat or the fact of an emergency situation between the city's DDS;
    - processing and analysis of data on an emergency, clarification of the composition of the dispatching services involved in responding to an emergency, their notification of the transfer to the highest modes of functioning of the city RSChS;
    - assessment and control of the situation, preparation of options for managerial decisions to eliminate an emergency, making the necessary decisions (within the limits established by the higher authorities);
    - submission of reports (reports) about the threat or occurrence of an emergency situation, the current situation, possible solutions and actions to eliminate the emergency situation to the higher management bodies by subordination;
    - informing the subordinate forces of constant readiness about the situation, taken and recommended measures of the dispatching services involved in the elimination of the emergency situation;
    - generalization of information about emergencies that have occurred (per day of duty), the progress of work on their elimination and submission of relevant reports on subordination.
    The city's EDDS operates around the clock and at the same time must:
    - immediately start emergency actions to prevent and (or) liquidate an emergency after receiving the necessary data;
    - independently make decisions on the protection and rescue of people (within the framework of their powers), if the situation that has arisen does not make it possible to coordinate emergency actions with higher management bodies.

    UDDS is responsible for the timely adoption of the necessary emergency measures to protect and rescue people, material and cultural values.

    EDDS are created at the city government bodies of Civil Defense and Emergencies. In small towns and rural areas, in which there is no civil defense body, the EDDS can be created under the local government. In cities - the administrative centers of the constituent entities of the Russian Federation, EDDS can be created on the basis of the daily management body (ministry or main department of the Civil Defense and Emergencies) of the constituent entity of the Russian Federation, with the latter assigning additional tasks. V large cities comprising administrative districts or (and) municipal areas, with the appropriate governing bodies of the Civil Defense and Emergencies, district and (and) district EDDS can be created.

    UDDS of the city should include the dispatching personnel, control center, technical means of automation of control, communication and notification.

    As part of the dispatching personnel of the EDDS, operational duty shifts should be provided for on the basis of round-the-clock duty. Each shift should include a senior operational duty officer and his assistant, as well as specialists - analysts of information in the areas (to summarize information coming from various sources and prepare options for solutions) and operators - dispatchers (to collect and distribute information about an emergency between DDS) ...
    The UDDS and the dispatching services included in the OSODU of the city operate in three modes: daily activities, high alert and emergency.

    In the modes of high alert and emergency situations of the OSODU functioning, information interaction between the DDS included in the OSODU is carried out through the city's UDDS.

    To do this, information about the threat or fact of an emergency, the current situation, the measures taken, the involved and required additional forces and means are transmitted to the UDDS from the interacting DDS on a priority basis and free of charge. The incoming information is distributed by the UDDS to all interested DDS.

    All information entering the EDDS is processed and summarized. Depending on the received document (message), the scale of the emergency, the nature of the measures taken and the proposals (requests) made, the necessary decisions are prepared and made for each adopted document (message). The information received from various sources and generalized in the UDDS, the prepared recommendations on joint actions of the DDS are communicated to the higher and interacting management bodies, as well as to all DDS involved in the elimination of the emergency.

    Emergency response system on the territory of a constituent entity of the Russian Federation

    In 1998, on behalf of the Chairman of the Government of the Russian Federation EMERCOM of Russia, a package of documents was prepared for the creation of unified duty dispatch services in Russian cities (concept, feasibility study, etc.), which was agreed upon with the interested federal executive authorities and executive authorities subjects of the Russian Federation. As a result, the Government of the Russian Federation issued an instruction on the creation of a UDDS in Russian cities.

    In pursuance of the instruction, the Ministry of Emergency Situations of Russia issued order No. 517 of 25.08.98, which put into effect the developed "Concept for the creation of an EDDS in the cities of the Russian Federation". In accordance with the requirements of this order, GOST R22.7.01-99 "EDDS. General Provisions" was also developed and approved.

    The standard was developed with the aim of a unified understanding of the purpose, the composition of the tasks to be solved, the structure, procedure for the creation and functioning of unified dispatch services in the cities of the Russian Federation. This document is the first developed state standard in the system of standards "Safety in Emergency Situations" in the field of creating unified dispatch services. The objects of standardization in this GOST adopted general organizational and technical provisions, general technical requirements and rules that ensure mutual understanding, technical unity and interconnection in the creation and maintenance of the operation of the UDDS throughout the territory of the Russian Federation.

    The creation of the UDDS should be financed from the budgets of the constituent entities of the Russian Federation and municipal budgets. At the same time, the necessary financial resources should be accumulated over a period of 2-3 years, since a delay in creating the system for a longer period will lead to its obsolescence.

    At the federal level, certain work is being carried out to reduce the cost of creating an EDDS. Practice shows that project development costs automated system(including the development of special software and information support) make up at least 50% of the cost of the entire system. Thus, with a centralized standard design of the EDDS AS in each city, at least half of the funds that would have to be spent in case of its independent development can be saved. EMERCOM of Russia is doing a lot of work on organizing the development of standard projects of automated systems (AS) EDDS, creating standard software based on equity participation of the constituent entities of the Russian Federation, providing discounts on the supplied software and hardware, taking into account their mass delivery to the regions, using such modern forms of financing like leasing, commodity loans and others.

    The composition and functioning of the city's EDDS

    The UDDS of the city should include personnel, a control center, as well as a communication center, a notification center and a geographic information system. The set of interconnected systems and means of communication, notification and automation of control constitutes the AS EDDS, which should be a local computer network (LAN), which includes automated workstations (AWP) officials duty shift based on personal computers (PC). AS EDDS of the city should be interfaced with the city information and control center or subscriber station of the automated information and control system (AIMS) RSChS.

    Duty dispatching services included in the city's ESODU function, as mentioned above, in three modes: daily activities; high preparedness and emergency.
    In the mode of daily activity, DDS are on duty around the clock and are in constant readiness for an emergency response in the event of an emergency. In this mode, the situation in the city is constantly monitored, software and hardware tools are maintained in readiness for use, information on emergencies that have arisen per day of duty is collected, summarized and analyzed, appropriate reports on subordination are submitted, special operational plans for DDS response are prepared and adjusted. for emergencies.

    In the mode of daily activity in ESODU, information is exchanged:
    on the availability, condition and capabilities of forces and means of constant readiness;
    summarized data per day about emergencies that have arisen, measures taken to prevent and eliminate them.
    The UDDS is transferred to the highest modes of operation (high alert or emergency), when, in order to eliminate the threat or the elimination itself, the joint actions of three or more urban DDS, which are part of the ESODU, are required.
    The operational duty services of urban areas are transferred to higher modes in the event that a threat or an immediate emergency has arisen on their territory, requiring joint actions of the city DDS.
    The central dispatching bodies (CDO) of city services are transferred to higher modes in an emergency, in the elimination of which they are involved together with other services.
    Sources of information for EDDS can be:
    interacting CDO of city services;
    operational duty services (ODS) of urban areas;
    dispatching services of potentially dangerous objects;
    population (in the order of personal initiative);
    mass media.

    The reception of primary information about the threat or occurrence from the population is organized in the UDDS, in the Central Dispatch Office of the city services, in the UDS of the city districts (in the future, this reception will be provided only in the UDDS).
    As a rule, information interaction between DDS that are part of the ESODU is organized through the UDDS. In this case, the UDDS from other DDS is transmitted (received) information only about such emergencies, the response to the threat and the occurrence of which will require joint actions of three or more DDS. Whenever possible, information is transmitted over several types of communication.

    The specific composition of information indicators, forms, criteria and the procedure for their presentation are determined by bilateral agreements on the exchange of information between UDDS and interacting DDS.

    The Unified Dispatch Service of the UDDS analyzes and disseminates the primary information about the emergency between the DDS, which are part of the UDDS.

    All information received by the EDDS is analyzed by the main operational duty officer and duty shift. Depending on the scale of the emergency, the nature of the measures taken and the proposals (requests) made, the necessary decisions are made in accordance with the established procedure for each message received.

    The UDDS summarizes the learned data of the situation, prepares recommendations for joint actions of the DDS and brings the prepared information to all services involved in the elimination of an emergency or its threat.

    The main directions and stages of creating the city's EDDS

    To create the city's EDDS, it is necessary to carry out a set of organizational and engineering and technical measures in the following main areas:
    determination and agreement between the city administration and city services of the purpose of creation, tasks, principles of construction and functioning of the UDDS, as well as the composition of the existing duty dispatching services interacting with the UDDS;
    clarification of the urban grouping of forces and means of constant readiness, determination and coordination of the main emergency response measures, the implementation of which should be organized by the UDDS;
    development of the procedure for information support of the EDDS in all modes of its operation;
    development and approval of the necessary legal, organizational, methodological and regulatory and technical documents, which are the basis for the creation, functioning and further improvement of the UDDS;
    improvement of existing communication and warning systems in relation to the tasks and needs of the UDDS;
    creation geographic information system EDDS and its interface with other interacting systems.

    The main stages of creating a UDDS should be:
    a) the organizational stage, during which the organizational issues of the construction, functioning and development of the UDDS are resolved;
    b) the technical stage, in the continuation of which the software and hardware tools of the city's EDDS are developed and implemented.
    At the organizational stage of creating the city's EDDS, the following documents must be prepared:
    Regulations on the city's EDDS;
    instructions for exchanging information with EDDS;
    an action plan for the UDDS in case of a threat or an emergency;
    additions and changes to the existing instructions of the dispatching services (in terms of their interaction with the UDDS);
    terms of reference for the creation of an automated EDDS system;
    other regulatory documents (if necessary).

    The technical stage of the creation of the UDDS should be completed with the commissioning of the AS UDDS consisting of the following elements: a communication center; alert center; geographic information system.

    Work experience of EDDS in Rostov-on-Don

    Population - 1 million 21 thousand people, city area - 348.5 sq. km.
    The city communication system includes: city telephone network; long-distance telephone exchange; paging system; cellular system; trunking system; radio communication network; data transmission networks. The basis is the city telephone network.

    There are 5 paging companies operating in the city. The network covers the entire city and suburban area within a radius of 50-70 km.

    Trunking communication system "Motorola" and "IESO" (all USA). At the moment, one network is departmental ATC and the second is commercial.

    The cellular network covers the territory of the city and 10-70 km of the suburban area.

    By the decree of the mayor of the city "On the organization of the Unified Duty Dispatch Service for Emergency Situations (Rescue Service) of Rostov-on-Don" under the city's Civil Emergency Situations Department, along with a specialized rescue unit - an operational response group (SSP-GOR), a structural unit was created EDDS (rescue service) - telephone "060".

    The mayor's decree also approved the "Temporary Regulation on the Unified Emergency Dispatch Service (rescue service) of the city", which defines the main tasks, responsibilities and rights of the city emergency services (rescue service), the procedure for organizing interaction between the city's duty services.

    EDDS (rescue service) of the city is the body of the day-to-day management of the urban subsystem of the RSChS.
    The goals of creating the city's UDDS are: increasing the responsiveness of the administrations, duty services and services of the city, regardless of the form of ownership and departmental affiliation, in the event of a threat or occurrence of an emergency (emergency); increasing the effectiveness of the interaction of the forces and means of constant readiness (emergency response), as well as the level of awareness of the city, district administrations, duty services, services and the city population about such facts and the measures taken on them.

    The city's EDDS has the following tasks:
    * control over the ecological, man-made, engineering, medical situation in the city, collecting and summarizing data on emergencies (situations) that have occurred, information on measures taken on the fact of emergencies (situations) and their subordination;
    * collecting data on the threat or occurrence of an emergency (emergency), on the situation (organization of reconnaissance), assessing it, determining the composition of the duty services, forces and means that are involved in an emergency response, bringing them information about the incident, the current situation and actions localization and elimination of the consequences of emergencies (situations);
    * reports on the threat or occurrence of an emergency to the city administration (in case of a threat and its escalation into an emergency situation - to the mayor of the city - to the chairman of the Committee for Emergency Situations, the head of the Civil Defense and Emergency Situations Department of the city), organization of notification, collection and alerting of management bodies, information from higher and interacting management bodies ;
    * if necessary, preparation of options for possible solutions for joint actions of city services, their coordination with the leadership of the city and city services, and if this is not possible - independent decision-making and setting tasks for duty services and directly subordinate forces, organization of execution decisions taken and control of their implementation;
    * providing information and technical interfacing of city services with each other, the city administration, with higher and interacting management bodies.

    The main task of the rescue service is to coordinate the activities of the existing duty services of city subordination, first of all, having the forces and means of constant readiness (emergency response) for emergencies (situations): "01" (firefighting emergency rescue service), "02" (service guard public order), "03" (medical service), "04" (gas-technical service) and "05" (communal-technical service) and others.

    A feature of the functioning of the rescue service is that it, without disrupting the work of emergency response services and without replacing them, organizes the exchange of information and interaction of forces and means of various departments, which contributes to a significant reduction in the response time of all necessary services to emergencies and more efficient use of the forces on duty. and city funds.

    The city's EDDS operates around the clock. After receiving data on the threat or occurrence of emergencies (situations), disturbances in the life of the city, it immediately proceeds to emergency actions to prevent or localize (eliminate) their consequences and normalize the life support of the city's population.

    The city's EDDS is equipped with communication and warning facilities that allow receiving information and alerting the required priority services, organizations, institutions involved in the localization (elimination) of emergencies (situations).

    Reception of information (messages) from the applicant, any resident of the city, is carried out by a single telephone number "060" (which allows you to call free of charge from any city telephone booth), a VHF radio station for civil use - constantly on duty on emergency channel No. 9 (frequency 27.065 MHz).

    In the EDDS (rescue service) of the city, the work places of dispatchers are equipped with a personal computer, a local computer network has been created.

    Every day, the duty shift of the EDDS receives 100-150 calls from the city population, in 11-14 cases, measures are taken to prevent emergencies (situations) and their elimination (involved: SSP-GOR, priority services, district administrations and other necessary organizations and officials) , in other cases that do not require coordination and adoption of emergency measures by the dispatchers of the city's EDDS, the population is provided with advice.

    The number of complaints from the population increases sharply (up to 1000 and more) on days when unfavorable weather conditions are observed (strong wind causing falling or threat of falling trees), in case of accidents on the city's power grids and disruption of water supply and heat supply to consumers.
    Unlike most of the city's duty dispatch services, which work mainly with "incoming" calls, the EDDS duty shift makes a large number of "outgoing" calls, notifying the city and district administrations, city leaders, administrative bodies of the Civil Defense and Emergencies of the districts, interacting services ... Table 6.3.1 presents data on the average daily load of the city's UDDS.
    About 20% of calls are for emergency psychological assistance. Depending on the client's condition, the dispatcher spends 30 minutes to 3-4 hours on providing psychological assistance.

    Along with "technogenic" problems, EDDS helps the population in solving social issues. Databases containing information on the provision of emergency psychological assistance, medical advice, and social assistance have been created and are constantly being updated.

    The EDDS became the coordinator of the activities of the structures to provide assistance to people who, as it seemed to them, were at a dead end in life and were ready to take an extreme step.

    Unlike other services, only the UDDS of the city has the most complete database of organizations and institutions of the city, containing information about the functions they perform, their modes of operation. She can take action in any unusual situation.

    To ensure the regulatory framework for the functioning of the city's EDDS, 76 instructions have been developed for organizing its interaction with duty, duty dispatching services.
    The EDDS has developed algorithms for the actions of the dispatchers on duty for the most probable emergencies (situations).

    With the creation of the city's EDDS:
    * the population of the city now has the opportunity to ask for help on any issue using the free number 060. There is no need to record dozens of phones of various services and organizations;
    * reduced the response time of the duty services to emergencies (situations), citizens' appeals, especially in cases where the involvement of forces and funds from various departments is required;
    * the quality of rendering assistance to the population has increased, because UDDS records all requests of citizens for help and monitors the actions of the city services on them;
    * the city administration has the opportunity to conduct a complete analysis of the city's life and the responsiveness of the duty services and organizations to citizens' requests for help.

    The issues of development and further improvement of the UDDS are laid down in a separate line in the city budget.
    It should be noted that when studying the feasibility of creating a UDDS in any city and determining the range of issues to be solved by it, it is necessary to determine the range of organizations that need to be involved in solving the emerging organizational and technical issues.

    It is also very important to use the existing experience in the creation and operation of UDDS in other regions, the available recommendations on the use of hardware and software.

    Participants in the creation of the EDDS can be:
    local authorities (issues of coordinating organizational issues between various services, what rights are vested with the UDDS, which passes from emergency services to the UDDS, issues of financing the creation and maintenance of the UDDS, administrative division, addressing of buildings, administrative boundaries, names of squares, streets and lanes, fire brigades , ambulance stations, police offices);
    local authorities of the Civil Defense and Emergencies (equipment of the control center, issues of coordination of actions of various services, training of operators, preparation of a project for the creation of EDDS, etc.);
    departmental emergency response services - police, ambulance, firefighters, etc. (use and replenishment of the database, coordination of issues of interaction with the EDDS, etc.);
    telephone companies (equipment, telephone numbers, call routing, modernization of telephone networks, creation of integrated communication and data transmission networks);
    cellular radio companies (short numbers, development of service areas, call routing, etc.).

    REGULATIONS ON THE UNIFIED DUTY DISPATCH SERVICE (UDDS) OF THE SOUTH-EAST ADMINISTRATIVE DISTRICT OF THE CITY OF MOSCOW

    1. General Provisions


    1.1. This Regulation defines the main tasks, functions and rights of the Unified Duty Dispatch Service of the South-Eastern Administrative District of the city of Moscow (hereinafter - EDDS SEAD).

    1.2. EDDS YuVAO is the body of day-to-day operational dispatch management of the district territorial level of the Moscow city territorial system of the unified state system for the prevention and elimination of emergency situations (hereinafter referred to as the MSSE) for the South-Eastern administrative district of Moscow, ensuring fire safety.

    EDDS SEAO is the superior body of day-to-day management for the interacting DDS of districts, enterprises and organizations of the district on the collection, processing and exchange of information on emergency situations (ES) and joint actions in the event of a threat or emergencies.

    It is designed for receiving and transmitting signals to change the modes of operation of the MSSE, receiving messages about fires, accidents, disasters, natural disasters and other emergencies from the population and organizations, prompt response and coordination of joint actions, departmental duty dispatch services (DDS), operational management by the forces and means of the garrison of the fire brigade, emergency rescue and other forces of constant readiness in emergency situations.

    The general management of EDDS SEAD is carried out by the Deputy Prefect - Chairman of the Commission for the Prevention and Elimination of Emergencies and Ensuring Fire Safety of the SEAD of Moscow (KChSiPB SEAD), direct - the head of the SEAD Directorate of the Main Directorate of the EMERCOM of Russia in Moscow.

    1.3. EDDS SEAD in its activities is guided by the Constitution of the Russian Federation, federal laws on the protection of the population and territory from emergencies, fire safety, the Agreement between the Ministry of Emergencies of Russia and the Government of Moscow on transferring to each other the exercise of part of their powers in resolving issues of organizing fire extinguishing and preventing emergencies between municipal and regional character, natural disasters and liquidation of their consequences, approved by the Decree of the Government of the Russian Federation of December 15, 2007 N 888 (hereinafter referred to as the Agreement), the legislation of the city of Moscow in the field of protection of the population and territories, regulatory acts of the South-Eastern Administrative District of the city of Moscow and this Regulations.

    1.4. EDDS SEAD was created in accordance with the Decree of the Government of the Russian Federation of December 30, 2003 N 794 (as amended by the Decree of the Government of the Russian Federation of May 27, 2005 N 335) "On the unified state system for the prevention and elimination of emergencies", the Decree of the Moscow Government of September 20, 2005 N 715-PP "On Approval of the Regulations on the Moscow City Territorial Subsystem of the Unified State System for Prevention and Elimination of Emergency Situations" the authorities of the city of Moscow and organizations in emergency situations "and carries out its activities in cooperation with the Office for the South-Eastern Administrative District of the Main Directorate of the EMERCOM of Russia in Moscow.

    1.5. EDDS SEAD is created on the basis of territorial structural divisions of the Main Directorate of the EMERCOM of Russia in Moscow, the Civil Protection Directorate of the city of Moscow and structural divisions of executive authorities and organizations of the district, whose powers include the elimination of an emergency in accordance with the scope of tasks to ensure the safety of life and health population.


    2. The main tasks of the EDDS SEAO


    EDDS SEAO, within the framework of constant monitoring of the operational situation and timely response to its change, solves the following main tasks:

    Reception from higher-level management bodies and delivery of warning signals to the management staff of the SEAD in accordance with the requirements of directive documents;

    Collecting and summarizing information on the state of the ecological, man-made, engineering, medical and criminogenic situation, analyzing data on the current situation, determining its scale, including the composition of emergency situations, monitoring the situation change;

    Providing operational guidance and control of the district's fire and rescue units - when responding to messages about fires, as well as emergency rescue teams and forces of constant readiness - when responding to emergencies;

    Organization of interaction in accordance with the established procedure with higher and interacting management bodies for the purpose of prompt response to emergencies, ensuring mutual information and technical interfacing of the DDS, as well as with the prefecture of SEAD;

    Preliminary assessment (monitoring), preparation of options for possible solutions for joint actions of response services;

    Ensuring in SEAD the proper functioning and development of the communication system, automated control systems, local computer networks, specialized software and hardware complexes and other elements of modern information technologies;


    3. Structure of EDDS SEAO


    3.1. EDDS SEAD unites dispatch services with communication and warning facilities of SEAD, districts and organizations.

    DDS SEAO consists of:

    Senior Operational Duty Officer of the Directorate for SEAD of the Main Directorate of the Ministry of Emergency Situations of Russia in Moscow;

    Operative duty agency for ensuring civil protection measures in the South-Eastern Administrative District of Moscow of the city reserve control center of the South-Eastern Administrative District of Moscow;

    The dispatcher of the central point of fire communication of the fire extinguishing service of the Federal fire service in Moscow (in SEAD) at the Main Directorate of the EMERCOM of Russia in Moscow.

    DDS of districts unites:

    United Dispatch Services (UDS) of the Moscow City Administration "District Engineering Services";

    Other on-duty dispatch services of territorial executive authorities and organizations operating in the territory of the districts.

    EDDS SEAD includes: office space for the dispatching personnel, an operating room and automated workstations (AWPs) as part of an automated system (communication system, notification and a set of automation equipment).

    3.2. The dispatch staff is included in the duty shift of the UDDS SEAD on the basis of round-the-clock duty. In each shift on duty of the UDDS SEAD, a shift supervisor and a duty dispatcher are appointed.

    The composition of the technical means of managing the EDDS SEAO:

    Communication and data transmission facilities;

    Means of notification and personal calls;

    Control automation tools.

    The composition of the operational documentation EDDS SEAD:

    Register of received and transmitted information, received and transmitted orders and signals;

    Instructions on the actions of the dispatching personnel when receiving information about a threat or emergencies;

    Instruction on duty in daily activities, in high alert and emergency situations;

    The plan of interaction of the EDDS of the SEAD with the dispatching services of the SEAD during the elimination of fires, emergencies of a various nature in the SEAD;

    Instructions for the dispatcher on duty of the UDDS of the South-Eastern Administrative District and the local authorities of the MSSE on actions in the event of emergencies related to the deterioration of the sanitary-epidemiological and epizootic situation;

    Working map of the city, SEAD and districts of the district;

    Control and communication scheme;

    Telephone directories;

    3.3. The automated system (AS) of the EDDS YuVAO is a single (local) computer network that unites a set of interconnected systems, communication facilities, notification and control automation, including automated workstations of officials of the permanent staff and duty shift based on personal computers, other software and hardware funds.

    AS EDDS YuVAO is interfaced with the automated information management system AIMS "ChS Moscow" and with the existing automated systems of interacting DDS of the district.

    AS EDDS YuVAO performs simultaneously the functions of a subscriber station.

    3.3.1. The communication system EDDS YuVAO is an organizational and technical union of wired and radio communication facilities providing the exchange of audio and video information, data transmission, as well as commands and warning signals.

    Communication system EDDS YuVAO provides:

    Direct telephone communications with the EDDS of the districts of the AO, the DDS of organizations (objects) (primarily those having the forces and means of rapid response to emergencies, emergency calls "01", "02", "03" and "04", housing and communal services, etc. .);

    Automatic identification of the number of the incoming subscriber;

    Switching of the transmitted message (selectively or circularly) to the corresponding DDS;

    Loudspeaker intercom;

    Exchange of voice messages, documentary information, as well as data with higher, interacting services, organizationally included in the structure of the EDDS SEAD.

    3.3.2. The warning system EDDS SEAD is an organizational and technical union of special technical means of warning and a personal call.

    The main tasks of the warning system are:

    Providing notification and personal calling of officials of the prefecture and interacting DDS;

    Providing warning and calling of the constant readiness forces units directly subordinate to the SEAD EDDS;

    Alerting the population about the threat or occurrence of emergency situations and informing them about the use of means and methods of protection from damaging factors of the source of emergency situations.

    The notification system provides the following types of information:

    Call signals;

    Voice (text) messages;

    Conditional signals.


    4. Functioning of EDDS SEAO


    EDDS SEAD operates in three modes of peacetime (daily activities, high alert and emergency), as well as during the transfer of civil defense from peaceful to martial law, in martial law and in wartime.

    4.1. In the mode of daily activity, the EDDS SEAD carries out round-the-clock duty in readiness for an emergency response to a threat or emergencies.

    In this mode, UDDS SEAO provides:

    Reception from the population and DDS of messages about any emergencies that carry information about the threat or occurrence of emergencies, their registration and sorting according to DDS belonging and levels of responsibility;

    Monitoring the readiness of the SEAD EDDS in the area of ​​responsibility, promptly informing their dispatching shifts about the situation and its changes;

    The interacting DDS in the mode of daily activities act in accordance with their departmental instructions and submit to the UDDS SEAD generalized statistical information on emergencies, local emergencies and prerequisites for them over the past day.

    4.2. The UDDS SEAD and the attracted DDS are transferred to the high alert mode by the senior operational duty officer (DDS) of the TsUKS EMERCOM of Russia in Moscow in the event of a threat of an emergency in those cases when joint actions of DDS interacting with the UDDS SEAD are required to eliminate the threat. In this mode, UDDS SEAO additionally provides:

    Preparing (planning) measures in advance for possible actions in the event of an emergency;

    Notification and personal call of officials of the CoES and PB of the SEAD, the prefecture, officials of the EDDS of the SEAD, the SDS of the region, the interacting and subordinate forces of constant readiness;

    Obtaining and summarizing data from observation and control over the situation in the city, at potentially hazardous facilities (POO), as well as over the state of the environment;

    Adjustment of the algorithms for the actions of the SEAD UDDS when responding to the threat of a probable emergency and clarification of the procedure for interaction with other DDS;

    Coordination of DDS actions when they take emergency measures to prevent emergencies or mitigate its consequences.

    4.3. In an emergency mode, the SEAD EDDS and the districts involved by the SDS are transferred by the prefect of the SEAD in the event of an emergency.

    In this mode, the UDDS SEAO performs the following tasks:

    Coordination of the actions of the DDS and the involved forces and means of the RSChS when carrying out work to protect the population and territory from emergencies;

    Notification and transmission of operational information between management bodies when organizing emergency response and during emergency rescue operations, measures to ensure the sustainable functioning of economic facilities and the primary life support of the affected population;

    In the modes of high alert and emergency situations, information interaction between the DDS is carried out directly through the EDDS of the SEAD. Received information about the current situation, the measures taken, the involved and required additional forces and means are distributed by the EDDS SEAO to all interested DDS.

    4.4. The functioning of the EDDS SEAD during the transfer from a peaceful state to a martial law, under martial law and in wartime is carried out in accordance with the plan civil defense and protection of the population and territory of SEAD from emergencies and instructions to the duty personnel of the DDS on actions in the conditions of a special period.

    Packages for changing the modes of operation under the conditions of a special period are stored in specially equipped metal safes in the premises of the EDDS SEAD.

    During the functioning of the UDDS SEAD in a special period in accordance with the plan of civil defense and protection of the population and the territory of the subject from emergencies, it is envisaged to place duty dispatcher shifts at protected control points.


    5. The order of work of EDDS SEAO


    Information about a fire, threat or emergencies is received by the SEAO EDDS from the population by telephone, the Central Administration for Emergency Situations of the Ministry of Emergency Situations of Russia in Moscow, from the DDS, higher and interacting control bodies through direct channels and communication lines. Information about a fire, threat or emergencies is received, registered and processed by dispatchers of the UDDS SEAD.

    Having received information about an emergency, the dispatcher of the UDDS SEAD assesses the situation, clarifies the composition of the forces and means of constant readiness, carries out their notification, gives orders for the necessary actions and monitors their implementation.

    With the classification of the current situation as "not requiring joint action by DDS," UDDS SEAD transfers management of emergency response to the appropriate DDS, which is responsible for responding to the emergency that has happened.

    The necessary exchange of information about the situation and the actions of the involved forces and means between the DDS is organized, the comparison and generalization of the data obtained, reports and reports are prepared to higher control bodies, information support is provided for the activities of administrations at all levels and their interaction with the services involved in the elimination of emergencies.


    6. Recruitment and training of personnel for EDDS SEAO


    The recruitment and training of personnel for the YDDS SEAD is carried out from among the employees of the SEAD Directorate of the Main Directorate of the Ministry of Emergency Situations of Russia in Moscow and the Agency for the provision of civil protection measures in the SEAD of Moscow. The number of jobs and employees of the UDDS is determined by the prefecture in accordance with the risks of emergencies in the district.

    The personnel of the EDDS SEAD is obliged to know the requirements of the governing documents governing its activities, and to be able to apply them in practical work.

    The main forms of training for employees of the SEAD EDDS are: training of duty shifts, participation in training events (exercises) and vocational training classes.

    Joint training activities (trainings and exercises) conducted with the personnel of the SEAD EDDS are carried out in accordance with a plan developed in advance and approved by the first deputy prefect - chairman of the CoES and PB SEAD.

    Training of specialists of EDDS SEAD shall be carried out:

    During vocational training classes - one day a month for 6-8 hours. The topic is determined based on the issues to be solved and typical emergency situations, as well as the personal preparedness of specialists;

    During the daily briefing of the DDS dispatchers taking over the shift;

    In the course of training sessions with shifts of DDS SEAD during various exercises and drills with the bodies and forces of the MSSE, which involves the DDS of the SEAD and districts. Moreover, each shift on duty must take part in exercises and trainings at least 2 times a year.

    In the course of training the personnel of the UDDS SEAD, special attention should be paid to organizing the reception of information about the threat or occurrence of emergencies, timely notification of command and control bodies and forces of the RSChS, the population, as well as communicating civil defense alert signals.

    At least once every six months, take offsets, based on the results of which, make a decision on the admission of specialists of the EDDS SEAD to work.

    Analyze on a monthly basis the state of affairs on the creation, implementation, operation and maintenance of the SEAD UDDS and personnel training.

    Professional training of employees of EDDS SEAD is carried out monthly according to a specially developed program.

    STANDARD REGULATIONS ON THE UNIFIED DUTY DISPATCH SERVICE (UDDS) OF THE DISTRICT OF THE SOUTH-EAST ADMINISTRATIVE DISTRICT OF THE CITY OF MOSCOW

    1. General Provisions


    1.1. This Regulation defines the main tasks, functions and rights of the Unified Duty Dispatch Service of the region of the South-Eastern Administrative District of the city of Moscow (hereinafter - the EDDS of the district).

    1.2. The EDDS of the district is the body of the daily operational dispatch management of the territorial level of the district of the Moscow city territorial system of the unified state system for the prevention and elimination of emergencies (hereinafter referred to as the MSSES), ensuring fire safety.

    EDDS of the district is the superior body of daily management for the DDS of enterprises and organizations of the district on the collection, processing and exchange of information about emergencies and joint actions in the event of a threat or emergencies.

    It is designed for receiving and transmitting signals to change the modes of operation of the MSSE, receiving messages about fires, accidents, disasters, natural disasters and other emergencies from the population and organizations, prompt response and coordination of joint actions of duty dispatch services (DDS) of enterprises and organizations of the region, rescue and other forces of constant readiness in emergency situations.

    The general management of the EDDS of the district is carried out by the deputy head of the district council - the chairman of the Emergency Committee for Emergency Situations and Safety of the District, direct - the head state institution of the city of Moscow "District Engineering Service".

    1.3. EDDS of the district in its activities is guided by the legislation of the city of Moscow, other governing regulatory documents of the city and the SEAD in the field of protection of the population and territories and this Regulation.

    1.4. The EDDS of the district was created in accordance with the Decree of the Government of the Russian Federation of December 30, 2003 N 794 (as amended by the Decree of the Government of the Russian Federation of May 27, 2005 N 335) "On the unified state system for the prevention and elimination of emergencies", the Decree of the Moscow Government of September 20, 2005 N 715-PP "On Approval of the Regulations on the Moscow City Territorial Subsystem of the Unified State System for the Prevention and Elimination of Emergencies", Resolution of the Moscow Government dated May 15, 2007 N 374 "On Measures to Improve the Coordination of Actions of the City Executive Authorities Moscow and organizations in emergency situations "and carries out its activities in cooperation with the SEAD Office of the Main Directorate of the EMERCOM of Russia in Moscow.

    1.5. EDDS of the district is created on the basis of the state institution of the city of Moscow "District Engineering Service" (GU IS of the district).


    2. The main tasks of the district EDDS


    The district EDDS, within the framework of constant monitoring of the operational situation and timely response to its change, solves the following main tasks:

    Reception from higher-level management bodies and delivery of warning signals to the leadership of the region in accordance with the requirements of directive documents;

    Receiving and processing emergency messages, analyzing and assessing the reliability of received emergency messages and ensuring that these messages are brought to the response services in the prescribed manner;

    Collection and generalization of information on the state of the ecological, man-made, engineering, medical situation, analysis of data on the current situation, determination of its scale, including the composition of emergencies, control over changes in the situation;

    Providing operational guidance and control of the emergency services of the area - in response to emergencies;

    Organization of interaction in accordance with the established procedure with higher and interacting management bodies in order to promptly respond to emergencies, ensuring mutual information and technical interfacing of the DDS of enterprises and organizations of the district, as well as with the district administration;

    Preliminary assessment (monitoring), preparation of options for possible solutions for joint actions of DDS and emergency services of the area;

    Providing in the area of ​​the proper functioning and development of the communication system, automated control systems, local computer networks, specialized software and hardware complexes and other elements of modern information technologies;

    Preparation of draft reports (reports) on the threat or occurrence of emergency situations and submission of the editions of these documents agreed in the established manner to the higher management bodies by subordination;

    Bringing the tasks set by the higher management bodies of the MESChS to the district governing bodies, to the DDS and the response forces, monitoring the implementation of these tasks;

    Generalization of summary information about the emergencies that have occurred and the measures taken to eliminate them.


    3. The structure of the district EDDS


    EDDS of the district unites the dispatching services of enterprises and organizations with communication and warning facilities, including the united dispatching services of the GU IS of the district.

    DDS of districts unites:

    United Dispatching Services (UDS) of the GU IS of the regions;

    Other duty dispatching services of territorial executive authorities and organizations operating in the district.

    The district EDDS includes: personnel, office premises for the dispatching personnel and an automated workstation as part of an automated system (a communication system, notification and a set of automation equipment).

    Instruction to the dispatcher on duty of the EDDS of the district and the management bodies of the district level of the MSSE on actions in the event of emergencies associated with the deterioration of the sanitary-epidemiological and epizootic situation;

    Emergency and emergency medical cards for all emergency chemically hazardous substances and radiation cargoes, lists of RCLFs with predicted consequences of emergency situations;

    Instruction on fire and safety measures;

    Schemes and lists of notification of the leadership of SEAD, districts in case of emergency;

    Working map of the area;

    Control and communication scheme;

    Telephone directories;

    Formalized forms of management documents with a pre-prepared permanent part of the text.

    3.3. The automated system (AS) of the EDDS district represents a single (local) computer network that unites a set of interconnected systems, communication facilities, notification and control automation, including automated workplaces of permanent staff and duty shift officials based on personal computers, other software and hardware funds.

    The AS EDDS of the region is interfaced with the automated information management system AIMS "ChS Moscow" and with the existing automated systems of the interacting DDS of the area.

    3.3.1. The communication system of the district EDDS is an organizational and technical union of wire and radio communication facilities providing the exchange of audio and video information, data transmission, as well as commands and warning signals.

    The district EDDS communication system provides:

    Transmission of voice messages via wire and radio communication channels, documents via facsimile communication, signals and commands;

    Direct telephone communications with EDDS YuVAO, DDS organizations (objects) (primarily those with forces and means of rapid response to emergencies, emergency calls "01", "02", "03" and "04", housing and communal services, etc. );

    Reception of information via a single dedicated telephone number from several subscribers at the same time;

    Generalization and analysis of information about emergency situations for the current day and submission of relevant reports on subordination;

    Maintaining readiness for the use of software and hardware automation and communication;

    Monitoring the readiness of the district DDS in the area of ​​responsibility, promptly informing their duty shifts about the situation and its changes;

    Making the necessary additions and changes to the data bank, as well as to the structure and content of operational documents on response to emergencies, fires.

    The interacting DDS of enterprises and organizations of the region in the mode of daily activities operate in accordance with their departmental instructions and submit to the district UDDS generalized statistical information on emergencies, local emergencies and prerequisites for them over the past day.

    Messages about emergencies that do not belong to the responsibility of the DDS that received them are immediately transmitted to the appropriate DDS for their intended purpose. Messages that are identified by DDS as messages about a threat or emergencies are, as a matter of priority, sent to the EDDS SEAD.

    4.2. The district UDDS and the involved DDS are transferred to the high alert mode by the senior operational duty officer (DDS) of the CMC EMERCOM of Russia in Moscow in case of a threat of an emergency (through the SEAD UDDS) in cases when joint actions of DDS interacting with the district UDDS are required to eliminate the threat. In this mode, the district EDDS additionally provides:

    Advance preparation for possible actions in the event of an accident, incident or emergency;

    Notification and personal call of officials of the Emergencies and Emergency Situations Department of the region, district administration, EDDS YuVAO, SOD TsUKS EMERCOM of Russia in Moscow, interacting DDS of enterprises and organizations and subordinate forces of constant readiness;

    Obtaining and summarizing control data for the situation in the area, at potentially hazardous facilities (POO), as well as for the state of the environment;

    Forecasting the development of the situation and preparing proposals for the actions of the forces and assets involved and their report on their subordination;

    Correction of the algorithms of actions of the district UDDS when responding to the threat of a probable emergency and clarification of the procedure for interaction with other DDS;

    Coordination of DDS actions when they take emergency measures to prevent accidents and incidents or emergencies, mitigate their consequences.

    4.3. In the emergency mode, the district EDDS and the enterprises and organizations involved in the DDS are transferred by the prefect of the SEAD in the event of accidents and incidents at the suggestion of the head of the district council. In this mode, the district EDDS performs the following tasks:

    Coordination of the actions of the district DDS and the forces and means of the Ministry of Emergency Situations involved in carrying out work to protect the population and territory from emergencies;

    Control over the advancement and tracking the movement of task forces in the emergency area;

    Notification and transmission of operational information during emergency rescue operations, priority life support of the affected population;

    Control over the establishment and movement of the boundaries of emergency zones, timely warning and informing the population about the current situation and dangers in the emergency area;

    Continuous monitoring of the state of the environment in the emergency area, the situation at emergency facilities and the adjacent territory.

    In the modes of high alert and emergency situations, information interaction between the DDS is carried out directly through the district UDDS. The incoming information about the current situation, the measures taken, the involved and required additional forces and means are distributed by the district EDDS to all interested DDS.


    5. The order of work of the district EDDS


    Information about a fire, threat or emergencies is received by the district's EDDS from the population by telephone from EDDS YuVAO, TsUKS EMERCOM of Russia in Moscow, from DDS, higher and interacting control bodies through direct channels and communication lines. Information about a fire, threat or emergencies is received, registered and processed by dispatchers of the district EDDS.

    Having received information about accidents, incidents and emergencies, the dispatcher of the district UDDS assesses the situation, clarifies the composition of the forces and means of constant readiness, carries out their notification, gives orders for the necessary actions and monitors their implementation.

    When classifying the current situation as "not requiring joint action, DDS" UDDS transfers management of emergency response to the appropriate DDS of the enterprise or organization of the region, which is responsible for responding to the incident or accident.

    At the same time, formalized documents on the fact of an emergency are being prepared for subsequent transfer to the involved DDS.

    When a threat to the life or health of people is identified, the population is informed about the methods of protection.

    The necessary exchange of information about the situation and the actions of the attracted forces and means between the DDS of enterprises and organizations of the region is organized, the comparison and generalization of the data obtained, reports and reports are prepared to higher control bodies, information support is provided for the activities of administrations of all levels and their interaction with the services involved in the elimination of emergencies ...


    6. Recruitment and training of personnel of the district EDDS


    The recruitment and training of personnel for the district EDDS is carried out from among the employees of the state institution of the city of Moscow - the district engineering service.

    The number of jobs and employees of the EDDS is determined by the head of the district administration in accordance with the risks of emergencies in the district.

    The personnel of the district EDDS must know the requirements of the governing documents regulating its activities and be able to apply them in practical work.

    The main forms of training for workers of the district EDDS are: training of duty shifts, participation in educational events (exercises) and vocational training classes.

    Joint training activities (trainings and exercises) carried out with the personnel of the district EDDS are carried out in accordance with a plan developed in advance and approved by the head of the district administration.

    Training of specialists of the district EDDS is carried out:

    In the Training and Methodological Centers for Civil Defense and Emergencies in Moscow and the South-Eastern Administrative District, training centers and training centers of the federal fire service, other educational institutions having the appropriate licenses for the training of specialists of the specified type of activity;

    During vocational training classes - one day a month for 6-8 hours. Determine the topic based on the issues to be solved and typical emergencies, as well as the personal preparedness of specialists;

    During the daily briefing of the dispatcher of the EDDS district taking over the shift;

    In the course of training with the change of DDS of enterprises and organizations of the region during various exercises and trainings with the bodies and forces of the Ministry of Emergency Situations, to which DDS of the SEAD and regions are involved. Moreover, each shift on duty must take part in exercises and trainings at least 2 times a year.

    In the course of training the personnel of the district EDDS, special attention should be paid to organizing the reception of information about the threat or occurrence of emergencies, timely notification of command and control bodies and forces of the RSChS, the population, as well as communicating civil defense warning signals.

    At least once every six months, take offsets, based on the results of which a decision should be made on the admission of district EDDS specialists to work.

    Analyze on a monthly basis the state of affairs on the creation, implementation, operation and maintenance of the district's EDDS and personnel training.

    Professional training of workers of the district EDDS is carried out monthly according to a specially developed program.

  • The idea of ​​creating unified dispatch services (UDDS) in the Russian Federation came directly from the leadership of the Ministry of Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters (MES) and was based on the experience of using similar formations abroad ("911" service - in the USA and Canada, "112" in Europe). The main reasons for the creation of the UDDS in the constituent entities and municipalities of the Russian Federation were:

    • organizational and technical fragmentation of the existing city (district) emergency dispatch services (DDS), which made it difficult not only to manage and interact with emergency services, but also to collect information necessary to develop operational comprehensive plans for the prevention and elimination of emergencies;
    • lack of timely notification and information on emergencies and situations of all interested services of the city (district);
    • duplication of individual activities for the preparation of emergency response services;
    • lack of objective statistical information on the work of the city (district) emergency services;
    • technical fragmentation of communication networks and data transmission of departmental emergency response services.

    UDDS began to form in the cities of the Russian Federation in pursuance of the order of the Government of Russia dated July 16, 1998 No. BN-P4-20705, as a rule, on the basis of the operational duty services of the civil defense and emergency situations (GOChS), which, firstly, By their very essence, they are designed to ensure the organization and coordination of the efforts of various departmental emergency rescue services to eliminate the consequences of accidents, catastrophes and natural disasters, secondly, they are staffed with highly professional specialists who have experience in solving issues related to the coordination of departmental forces and means to eliminate various emergency situations, have round-the-clock operational services that have communication with city, administrative-territorial and central government bodies.

    Legal regulation

    In order to create the necessary regulatory space for the development and implementation of EDDS in Russian cities, a package of documents was prepared, including:

    1. The concept of creating an EDDS in the constituent entities of the Russian Federation;
    2. Feasibility study of the need to create a UDDS and a number of other documents.

    These documents were agreed with the interested federal executive authorities - the Ministry of Internal Affairs, the Ministry of Health and the Ministry of Communications and Informatization of the Russian Federation. As a result of consideration of the package of documents, the order of the Ministry of Emergency Situations of Russia of 08.25.1998 No. 517 was prepared, which introduces the concept of creating an EDDS in the cities of the Russian Federation and GOST R 22.7.01-99 "EDDS.     In order to implement a unified scientific and technical policy of the Ministry of Emergency Situations of Russia in terms of creating automated systems for united systems of operational dispatch control (AS OSODU), the All-Russian Research Institute for Civil Defense and Emergency Situations (VNII GOChS) has developed a standard technical project for AS OSODU of a constituent entity of the Russian Federation.     As of 09/01/2001, more than four hundred EDDS were created on the basis of the operational duty services of the civil defense and emergency management bodies, however, most of them passed only the organizational stage and did not have modern automated communication and information systems in their assets, which was mainly due to the lack of adequate funding provided regulatory framework creation of UDDS from the funds of regional and local budgets.

    By the Decree of the President of the Russian Federation of 09.11.2001 No. 1309 "On the improvement of public administration in the field of fire safety", the integration of the State Fire Service into the EMERCOM of Russia was prescribed. The readiness of the operative response of the GPS units and the professional training of the dispatchers of the "01" service significantly exceeds the similar indicators of other emergency, special services and life support services. The NCC receive messages about fires and manage the visits of the State Fire Service units to extinguish them more than 7 thousand times a day (according to statistics for the Russian Federation).

    It should be borne in mind that in 90% of cases, the involvement of other life support services is not required. The operational response time of the GPS units is normalized and significantly lower than the response time of other emergency, special services and life support services. For units of the State Fire Service, the response time to a message is 45 seconds, and the average time of arrival at a fire site is less than 8 minutes in cities and up to 18 minutes in rural areas. As part of the NCC, there are firefighting services that provide control of forces directly at the site of the fire, but they consist not only of fire departments. Coordination of the activities of the departments of departmental and voluntary fire protection is also carried out (Article 5 of the Federal Law "On Fire Safety"). In the GPS, in addition to the main centralized system for receiving applications (in the telephone networks of settlements, this is a single number "01"), a large number of notifications are received from especially important facilities via direct telephone lines, as well as by means of automatic and manual fire and security and fire alarms. In addition, on a large territory of the Russian Federation (about 80%), the reception of reports on fires and actions to attract forces and means to extinguish them were carried out by the duty units of the internal affairs bodies. This was especially true in the countryside.

    The dispatching and interaction schemes of the forces of other life support services (ambulance, water utility, gas, etc.) differ significantly, which naturally predetermines the need to develop instructions for their interaction. Thus, at the beginning of 2002, in a number of constituent entities of the Russian Federation there were two services - NCC (CPPS, PSC), SBS and EDDS, which partially duplicated each other's functions, solving the problems of interaction with the population and organizations and prompt response to various emergencies of man-made, natural and social character.

    Integration of NCC GPS and EDDS

    Based on this situation, the leadership of the ministry decided to integrate the NCC SBS and EDDS for the further development of the most effective structure for an emergency call for fire and rescue services. Specialists of the All-Russian Research Institute of Fire Defense (VNIIPO), VNII GOChS, the State Fire Service Academy and the Association of Monitoring Centers, Emergency Prediction and Unified Duty Dispatch Services (AMEDS) developed the Concept for the development of EDDS in the constituent entities of the Russian Federation, approved by order of the Ministry of Emergency Situations of Russia dated 10.09. 2002 No. 428. The concept provides for the further development of the UDDS of the constituent entities of the Russian Federation on the basis of a single telephone number "01" (NCC SBS) with the subsequent transition to the promising pan-European emergency number for the emergency rescue service - "112".

    In accordance with the aforementioned document and the classification of settlements given in the Urban Planning Code of the Russian Federation, the following directions for the development of a unified service are planned:

    • EDDS of super-large cities (population over 3 million people);
    • UDDS of the largest cities (population from 1 to 3 million people);
    • UDDS of large cities (population from 250 thousand to 1 million people);
    • UDDS of large cities (population 100-250 thousand people);
    • UDDS of medium-sized cities (population 50-100 thousand people);
    • UDDS of small towns and villages (population up to 50 thousand people).

    The concept provides for four main stages of further development of the EDDS based on the number "01":

    Stage 1 (2002-2003). EDDS-RD ("Separate control rooms")

Analysis of the proposed options for the development of EDDS shows that for implementation in the near future, the most optimal are EDDS-RD and EDDS-OD, This is reflected in the order of the Ministry of Emergency Situations of Russia dated 02.12.2002 No. on duty dispatching services ( unified services rescue) on the basis of the telephone number "01", which approves the plan for the creation and development of the UDDS (ESS) for 2003-2004. For further development of EDDS (ESS) on the basis of a single number "01" it is necessary:

    1.     4. Development of standard EDDS states.
    5. Development of new principles for managing the forces and means of fire and rescue units, as well as organizing interaction with emergency rescue services and life support services of settlements and facilities in connection with the creation of a UDDS based on the NCC.
    6. Organization vocational training and the development of UDDS officials.

    In addition, at present, the staff of the NCC dispatchers and the number of "01" lines are designed only to meet the needs of the fire service to receive messages about fires and dispatch operational teams to eliminate them.

    When the status of the telephone number "01" changes, the number of received messages will sharply increase, the occupancy of telephone lines will increase and, ultimately, the time for receiving and servicing messages will increase.

    There may be cases of unavailability of line "01" due to a large number of messages. All this entails the need to increase the number of "01" lines, modernize existing networks and communication channels with the replacement of almost 80% of the used channel-forming equipment, which is morally and technically obsolete or has exhausted its resource.

    In this regard, additional material investments will be required and the need to analyze data on the NCC's need for material, technical and financial resources to ensure the normal functioning of the UDDS.

    In the future, all EDDS, from the lowest level to the highest, should be integrated into a single information field based on modern communication technologies and universal software.

    Use of SODS

    From the point of view of the technical implementation of the project in rural areas, small and medium-sized cities, it is advisable to use SODS - telephone stations for operational dispatch communications in conjunction with radio communication and navigation equipment, means of recording and archiving received messages, as well as auxiliary means. Certain steps have already been taken in this area. Specialists of the head scientific institution for fire safety problems - FGU VNIIPO EMERCOM of Russia - together with a number of specialized organizations have developed a control panel for fire and rescue and emergency services of municipalities (PODS EDDS "01"), designed to equip the EDDS based on a telephone number "01". By order of the minister dated 01.10.2003, No. 585, the specified product was accepted for supply to the Ministry of Emergency Situations of Russia.

    For large and large cities, it is advisable to use management automatic telephone exchanges (UPATS) in conjunction with the above equipment and tools that have advanced capabilities. In the largest and super-large cities, it is advisable to use the division scheme: district (district) UDDS, organized and equipped according to the principle of UDDS of small (medium) cities, and the central UDDS, organized and equipped according to the class of a large (large) city. Particular attention should be paid (at all levels of gradation of settlements) to the use of radio-equipped systems for early warning of a fire (ES) and radio-equipped security and control systems, brought to the workplaces of dispatchers of the EDDS. In addition, based on the occupied areas, population density and infrastructure development (including transport, communication networks and the presence of a significant number of potentially dangerous facilities) in cities, starting with large ones, it is advisable to use mobile emergency response teams (fires) operating in patrolling in specified areas (routes) and equipped with a radio communication system and satellite navigation, which, at the command of the dispatcher of the EDDS, localize the threat of the spread of emergency situations before the arrival of the main forces.

    With the adoption of the decision on the creation and further development of the EDDS (ESS) on the basis of a single number "01", an organizational and technical task arose that has practically no analogues today in our country and which I would like to highlight especially - the creation of a new integrated special software (SPO ) and information support for the work of the dispatching staff of EDDS (ESS) "01". At the first stage of solving this problem, it is advisable to create and test a software product for the operation of EDDS (ESS) -RD and EDDS (ESS) -OD.

    Such a STR should include two, to a certain extent, autonomously functioning subsystems: a subsystem for automating the processes of operational control of extinguishing fires and a subsystem for automating emergency response processes, between which information interaction is carried out.

    Information support of these subsystems, primarily in relation to the databases used (such as the database of potentially dangerous objects, databases on housing and population, places of mass stay of people, transport and a number of others), classifier dictionaries, as well as training systems management and reporting documents should be shared.

    In addition, the SPO EDDS (ESS) "01" should be developed using geoinformation technologies, which will significantly facilitate the work of the dispatcher staff during the elimination of various emergencies.

    In pursuance of the order, the Ministry of Emergency Situations of Russia issued order No. 517 of 25.08.98, which put into effect the developed "Concept for the creation of an EDDS in the cities of the Russian Federation."     The standard was developed with the aim of a unified understanding of the purpose, the composition of the tasks to be solved, the structure, procedure for the creation and functioning of unified dispatch services in the cities of the Russian Federation. This document is the first developed state standard in the system of standards "Safety in Emergencies" in the field of creating unified dispatch services. The objects of standardization in this GOST are general organizational and technical provisions, general technical requirements and rules that ensure mutual understanding, technical unity and interconnection in the creation and maintenance of the operation of the UDDS throughout the territory of the Russian Federation.
    At the federal level, certain work is being carried out to reduce the cost of creating an EDDS. Practice shows that the cost of developing an automated system project (including the development of special software and information support) is at least 50% of the cost of the entire system. Thus, with a centralized standard design of the EDDS AS in each city, at least half of the funds that would have to be spent in case of its independent development can be saved.     The composition and functioning of the city's EDDS

    The UDDS of the city should include personnel, a control center, as well as a communication center, a notification center and a geographic information system. The totality of interconnected systems and means of communication, notification and control automation makes up the AS EDDS, which should be a local computer network (LAN), which includes automated workstations (AWPs) of officers on duty on the basis of personal computers (PC). AS EDDS of the city should be interfaced with the city information and control center or subscriber station of the automated information and control system (AIMS) RSChS.
    In the mode of daily activity, DDS are on duty around the clock and are in constant readiness for an emergency response in the event of an emergency. In this mode, the situation in the city is constantly monitored, software and hardware tools are maintained in readiness for use, information on emergencies that have arisen per day of duty is collected, summarized and analyzed, appropriate reports on subordination are presented, special operational plans are prepared for responding to DDS to emergencies.

    In the mode of daily activity in ESODU, information is exchanged:

    On the availability, condition and capabilities of forces and means of constant readiness;
    - generalized data per day about emergencies and measures taken to eliminate them.
    The UDDS is transferred to the highest modes of operation (high readiness or emergency), when to eliminate the threat of an emergency or the emergency itself, joint actions of three or more city DDS, included in the ESODU, are required.
    The operational duty services of urban areas are transferred to higher modes in the event that a threat or an immediate emergency has arisen on their territory, requiring joint actions of the city DDS. The central dispatching bodies (CDO) of city services are transferred to higher modes in an emergency, in the elimination of which they are involved together with other services.
    The reception of primary information about the threat of emergency situations or the occurrence of emergency situations from the population is organized in the EDDS, CDO of city services, SDS of city districts (in the future, this reception will be provided only in the EDDS).
    As a rule, information interaction between DDS that are part of the ESODU is organized through the UDDS. At the same time, the UDDS from other DDS transmits information only about such emergencies, the response to the threat and the occurrence of which will require joint actions of three or more DDS. Whenever possible, information is transmitted over several types of communication.
    The Unified Dispatch Service of the UDDS analyzes and disseminates the primary information about the emergency between the DDS, which are part of the UDDS.
    All information received by the EDDS is analyzed by the main operational duty officer and duty shift. Depending on the scale of the emergency, the nature of the measures taken and the proposals (requests) made, the necessary decisions are made for each message received.
    The UDDS summarizes the data obtained, prepares recommendations for joint actions of the DDS and communicates the prepared information to all services involved in the elimination of an emergency situation or its threat.

    At the organizational stage of creating the city's EDDS, the following documents must be prepared:

    • regulations on the city's EDDS;
    • instructions for exchanging information with EDDS;
    • an action plan for the UDDS in case of a threat or an emergency;
    • additions and changes to the existing instructions of the dispatching services (in terms of their interaction with the UDDS);
    • terms of reference for the creation of an automated EDDS system;
    • other regulatory documents (if necessary).
    The technical stage of creating a UDDS should be completed with the introduction of a full-time
    operation of AS EDDS consisting of the following elements: communication center; alert center; geographic information system.

    Participants in the creation of the EDDS can be:

    • local authorities (issues of coordination of organizational issues between various services, what rights are vested with the EDDS, what is transferred from emergency services to the EDDS, issues of financing the creation and maintenance of the EDDS, administrative division, addressing of buildings, administrative boundaries, names of squares, streets and lanes, fire brigades, ambulance stations, police offices);
    • local authorities of the Civil Defense and Emergencies (equipment of the control center, issues of coordination of actions of various services, training of operators, preparation of a project for the creation of EDDS, etc.);
