    I. General Provisions

    1.2.     II. The main tasks of the department

    III. Department functions

    3.1. Provides, within the framework of its tasks, interaction with all departments and services of territorial administration, enterprises, organizations and institutions located on the territory of the district, regardless of their departmental affiliation, and, if necessary, with the duty services of other districts.

    3.2. Organizes the collection, generalization, analysis and report to the management of the territorial administration of operational information on the current state of the regional economy.

    3.3. Coordinates decisions and other normative acts of structural divisions of territorial administration, affecting the prevention of accidents, incidents and emergencies.

    3.4. Carries out control over the work of duty and emergency dispatching services of enterprises, organizations and institutions of regional subordination.

    3.5. Informs the leadership of the territorial administration about the situation in the region, accidents that have taken place, incidents, complaints from the population regarding the activities of enterprises, organizations and institutions of regional subordination.

    3.6. Supervises the work on appeals and complaints of residents of the district, filed through the department of the duty service by enterprises, organizations and institutions of the district.

    IV. Department rights

    4.1. Require the submission of the necessary information and written reports on accidents, emergencies, as well as basic information on the state of production activities of enterprises and services that ensure the life of the region.

    4.2. Issue orders and instructions to officials of enterprises, organizations and institutions of regional subordination on the involvement of forces and means in actions to prevent accidents, emergencies and eliminate their consequences in accordance with the agreed plans.

    4.3. Call, if necessary, officials, specialists and established commissions to participate in the investigation of the causes of accidents, incidents and work on their elimination.

    4.4. To involve specialists from other departments and subdivisions of territorial administration, enterprises, organizations and institutions of the region in solving the problems facing the department.

    4.5. Have other rights, fulfill other obligations arising from this Regulation, current legislation, regulations issued by the territorial administration.

    4.6. The orders of the duty service department, given within the competence established to it, are binding on all officials of enterprises, organizations and institutions located on the territory of the district, regardless of the form of ownership and departmental affiliation.

    V. Organization of work of the department

    5.1. The organization of the department's work is based on the current legislation, this Regulation, job descriptions the head of the department, the specialists of the department, approved by the head of the territorial administration.

    5.2. Employees of the department are civil servants, they are subject to the rights and obligations provided for by law Russian Federation and St. Petersburg about public service.

    5.3. The department is staffed from among the leading specialists with higher education, with a work experience of at least 3 years.

    5.4. The appointment to the position of the head of the department, leading specialists is carried out according to the results of a competition for filling vacant positions in the civil service of St. Petersburg, held in the manner prescribed by law.

    5.5. The department is headed by the head of the department. He is appointed and dismissed by the head of the territorial administration in agreement with the duty service sector of the office of the governor of St. Petersburg.

    5.6. Leading specialists of the department are appointed and dismissed by the head of the territorial department in agreement with the head of the department.

    5.7.     5.8. Working hours of the duty service department are round-the-clock. During duty, the leading specialist of the duty service department performs the functions of the duty assistant to the head of the territorial administration.

    5.9. Duty assistants to the head of the territorial administration are appointed every day from among the leading specialists of the duty service department and serve according to the schedule approved by the head of the territorial administration. The change of outfits is made at 10.00 of the current day.

    5.10. In the event of a complication of the situation and the occurrence of emergencies, the duty service department carries out its activities in conjunction with the commission for emergency situations of the territorial administration.

    5.11. Department head:

    - supervises the activities of the department's specialists;

    - exercises control over the implementation of orders, orders of the head of the territorial administration, decisions of the collegium of territorial administration, decisions and orders of higher authorities and administration, as well as compliance with executive discipline;

    - monitors the implementation of the planned activities of the department;

    - organizes the workplaces of the department employees with the appropriate material and technical means, reference and legal literature, sources of current legislation, acquaints with regulations, guidelines of the head and higher management bodies.

    Vi. The procedure for terminating the activities of the department

    6.1. The transformation of the duty service department or the termination of its activities is carried out on the basis of the order of the head of the territorial administration in agreement with the duty service sector of the office of the governor of St. Petersburg.

    3.9. With the arrival of the head of TU (or a person substituting him) at the beginning of the working day, orally report and provide written information on the state of the district economy, accidents, incidents and other emergency events that have taken place, as well as on orders sent to the management.

    3.10. At the direction of the head of the TU, transfer orders and instructions to the relevant officials of the structural divisions of the territorial administration, enterprises, organizations and institutions to eliminate the identified deficiencies, to consider complaints and appeals of the residents of the district who applied to the duty service department.

    IV. Rights

    1. General Provisions

    Coordination by the actions of enterprises, institutions and organizations, regardless of their organizational and legal form (hereinafter referred to as organizations), to eliminate accidents, malfunctions in engineering communications and district networks, offenses, organize the interaction of emergency departmental services, provide them with the necessary general-purpose equipment and a reserve of material resources, timely taking measures to eliminate emergencies: accidents, catastrophes and natural disasters and informing the population about the measures taken and the state of affairs, as well as collecting and systematizing information (data) on the work of organizations (according to the developed forms);

    Notification and gathering of the leadership of the Administration of the Kargasok region, heads of civil defense services, regional organizations upon receipt of the established readiness signals and the announcement of mobilization in the Armed Forces of the Russian Federation;

    Round-the-clock duty to ensure the safety of property of the Administration of the Kargasok region and its divisions.

    1.2. The dispatcher on duty is appointed and dismissed from office by the order of the Head of the Kargasok district on the proposal of the business manager and is directly subordinate to the Deputy Head of the Kargasok district - the chairman of the commission for emergency situations.

    1.3. The activity of the dispatch service is based on the legislative and regulatory acts of the Russian Federation, the Tomsk region, documents of the Ministry of Emergency Situations of the Russian Federation, the Committee on civil defense and emergency situations of the Administration of the Tomsk region, decrees, orders of the Head of the Kargasoksky region, instructions of the Deputy Head of the Kargasoksky region - the chairman of the Committee for Emergency Situations and these Regulations.

    1.4. The order of action of the dispatcher on duty is determined by the job description. All commands of the operational duty officer are given on behalf of the Head of the Kargasok region with their obligatory execution by the heads of organizations that are members of the Interdepartmental Commission for Emergency Situations of the Kargasok region, approved by the decree of the Head of the Kargasok region (in agreement with them) with a subsequent report on their implementation.

    II. The main tasks of the dispatch service

    2.1. Collection and generalization of operational information about the situation in the area, which is important for ensuring the life of the population.

    2.2. Maintaining communication with the duty services of the organizations of the region in the mode of daily activities.

    2.3. Notification of the DDS of organizations, the population about the threat or occurrence of an emergency, informing about the current situation and issuing recommendations for actions in it.

    2.4. Preparation of a report on the threat in the event of an emergency to the Head of the Kargasok region, the chairman of the MChS of the region, organization of the meeting of the leadership of the Administration.

    2.5. Coordination of actions upon occurrence emergency, existing DDS in the area: "01", "02", "03", Housing and Communal Services, Northern Electric Networks until the arrival of the Head of the Kargasok District, Chairman of the MChS.

    III. The main functions of the dispatch service

    3.1. In the mode of daily activity, for constant monitoring of the situation, the dispatcher service workers are on round-the-clock duty. Before the end of the watch, the dispatcher on duty from 06.00 to 07.00 collects and summarizes information about the situation in the area for the daily report of the final summary for the day to the Head of the Kargasok district. In the event of an emergency, immediately informs the Head of the Kargasok region, or his deputies and the chief specialist for civil defense and emergency situations.

    3.2. In the mode of readiness and announcement of mobilization in the Armed Forces of the Russian Federation, the dispatcher on duty takes measures to alert and gather the leadership of the Administration in accordance with special instructions, schemes and lists of personnel.     3.3. In the mode of possible occurrence emergency by order of the chairman of the MChS conducts notification and gathering of MCES members.     3.4. Informs by phone about an emergency and the threat of its escalation into emergency interested organizations and heads of rural settlements in whose territories an incident occurred. If the emerging situation does not require joint action, it monitors the emerging situation.

    3.5. Outside working hours, on holidays and weekends, in the absence of the heads of the Administration of the Kargasok region, accepts the relevant information, summarizes it, makes a decision and, if necessary, reports to the Head of the Kargasok region or his deputies immediately or, if the situation permits, upon their arrival at the Administration.

    3.6. Organizes assistance to the population in the event of an emergency situation that threatens the life and health of citizens.

    3.7. Monitors the entrance and exit of visitors to the building of the Administration of the Kargasok district, informs about their placement of departments.

    3.8. Keeps order on the first floor of the Kargasok District Administration building.

    Operational information is submitted to the Main Directorate of the Ministry of Emergency Situations of Russia in Tomsk within the time frame (Appendix No. 1), according to Forms 1 / ChS-4 / ES (Appendix No. 2).

    The Main Directorate of the EMERCOM of Russia for the Tomsk Region is provided with operational information about:

    1.1. This Regulation on the Unified Duty Dispatch Service (hereinafter - UDDS) of the municipal formation "City of Kirov" (hereinafter - the MO "City of Kirov") defines the main tasks, composition and procedure for the functioning of the UDDS of the MO "City of Kirov".

    1.2. EDDS is the body of day-to-day management of the city level of the regional subsystem of the unified state system for the prevention and elimination of emergency situations (hereinafter referred to as the GZ TP RSChS) and is designed to receive and transmit civil defense alert signals (hereinafter referred to as GO) from higher control bodies, signals to change the modes of functioning of the GZ TP RSChS, receiving messages about emergency situations (hereinafter - ES) (incidents) from the population and organizations, promptly bringing this information to the appropriate dispatching services (hereinafter - DDS) emergency operational services and organizations (objects), coordination of joint actions of the DDS of emergency operational services and organizations (objects), notification of the management personnel of the Civil Protection Department of the RSChS and the population of the Kirov City MO about the threat or occurrence of emergencies (incidents).

    1.3. UDDS is the superior body for all interacting DDS GZ TP RSChS on the collection, processing and exchange of information about emergencies, as well as the coordinating body for joint actions of DDS in emergencies, in accordance with the concluded agreements on the collection and exchange of information.

    1.4. EDDS is created on a regular basis, as part of the municipal budgetary institution "Kirov Civil Protection Department" (hereinafter - MBU "KUGZ").

    1.5. The general management of the EDDS is carried out by the head of the administration of the City of Kirov through the MBU "KUGZ", direct - by the head of the EDDS.

    1.6. EDDS in its activities is guided by the laws of the Russian Federation, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation.

    2. The main tasks (functions) of the EDDS

    2.1. Objectives and objectives of the EDDS are increasing the responsiveness to the threat or occurrence of emergencies, the awareness of the population and organizations about the facts of their occurrence and the measures taken on them, the effectiveness of interaction of the forces and means of constant readiness.

    2.2. EDDS solves the following main tasks:

    receiving from the population and organizations, as well as from other sources, messages about any incidents that carry information about the threat or fact of emergencies of a natural, man-made or biological and social nature, as well as other accidents and incidents;

    reception from higher management bodies and delivery of control signals (alerts) to the management staff of the Kirov MO in accordance with the requirements of directive documents;

    checking the reliability of the information received, bringing it to the DDS, whose competence includes responding to the received message;

    collecting and summarizing information, analyzing data and communicating to the DDS information about the threat or fact of an emergency, the current situation and the actions of forces and means to eliminate the emergency;

    processing of data on emergencies, determining its scale and clarifying the composition of interacting DDS involved in responding to emergencies, their notification of the transfer to increased modes of operation of the main protection system of the RSChS;

    operational control of forces and means of constant readiness, setting and communicating to them the tasks of localizing and eliminating the consequences of accidents, natural disasters and other emergencies, taking the necessary emergency measures and decisions (within the limits established by the higher authorities);

    generalization, assessment and control of the situation data, measures taken to eliminate emergencies, preparation and adjustment of options for management decisions on emergency response that were previously developed and agreed with the city services, adoption of emergency measures and necessary decisions (within the limits established by the higher authorities);

    submission of reports (reports) to higher-level management bodies under subordination about the threat or occurrence of emergency situations, the current situation, possible solutions and actions to eliminate emergency situations.

    2.3. The senior on duty is on duty in the city and is obliged to coordinate the actions of organizations and enterprises of the housing and communal complex engaged in the elimination of defects at the facilities of the engineering infrastructure, if necessary, personally go to the accident site to coordinate and monitor the work, as well as, upon request, organize the implementation of approvals for the production of earthworks with organizations and enterprises, owners of related communications for the prompt elimination of accidents.

    3. Composition and structure, working order of EDDS

    3.1. UDDS includes: UDDS management, operational duty personnel; control point, technical means of communication, notification and automation of control.

    3.2. As part of the operational duty personnel of the EDDS, operational duty shifts are provided on the basis of: chief specialist of civil defense - senior duty shift; leading specialist of civil defense - senior operational duty officer; civil defense specialist is an operational duty officer.

    3.3. The operational duty shift is located in a stationary control center and is provided with specially equipped rooms and livelihoods for round-the-clock duty.

    3.4. The order of carrying and changing the duty is determined by the instructions on duty for the operational duty personnel of the EDDS.

    3.5. UDDS operates around the clock and at the same time must:

    3.1. - immediately start emergency actions to alert and inform DDS and coordinate their efforts to prevent and (or) liquidate emergencies after receiving the necessary data;

    - independently make decisions on the protection and rescue of people (within the framework of their powers), if the situation that has arisen does not make it possible to coordinate emergency actions with higher authorities.

    3.6. Technical means of communication, notification and automation of the UDDS are designed to ensure the automated performance of the following functions by the personnel of the UDDS of the city:

    collection, generalization and transmission of data on the threat and the fact of emergencies, the current situation and the actions of forces and means;

    organization of communications during emergency rescue operations;

    preparation of information about emergency situations;

    assessment and control of the current situation based on the comparison of information coming from various sources;

    the accumulation of socio-economic, natural-geographic, demographic and other data on the Kirov Municipal District, on the forces and means of constant readiness, potentially dangerous facilities, possible and planned measures to prevent and eliminate emergencies;

    submission of the required data to superior, subordinate and interacting management bodies;

    notification of the management personnel of the Civil Protection Department of the RSChS and the population of the City of Kirov about the threat or occurrence of emergencies (incidents).

    3.7. Funding for the activities and development of the EDDS is carried out at the expense of the city budget.

    4. Functioning of UDDS

    4.1. UDDS operates in three modes: daily activities, high preparedness (in case of emergency) and emergency in Peaceful time, when alerting the HE and in war time- in the appropriate degrees of readiness.

    4.2. The modes of functioning of the EDDS are established by the head of the administration of the City of Kirov.

    4.1. 4.3. In the mode of daily activity, the EDDS carries out round-the-clock duty, being in readiness for an emergency response to a threat or emergencies.

    In this mode, EDDS provides:

    receiving from the population and DDS messages on any emergencies that carry information about the threat or occurrence of emergencies, their registration and sorting according to DDS belonging and levels of responsibility;

    generalization and analysis of information about emergency situations for the current day and submission of relevant reports on subordination;

    keeping in readiness for use technical means communication, notification and automation;

    making the necessary additions and changes to the data bank, as well as to the structure and content of operational documents for emergency response.

    The interacting DDS in the mode of daily activities act in accordance with their departmental instructions and submit to the UDDS generalized statistical information about emergencies and the prerequisites for them over the past day in accordance with agreements on the procedure for collecting and exchanging information in the field of protecting the population and territories from emergencies.

    Messages about emergencies that do not belong to the responsibility of the DDS that received them are immediately transmitted to the relevant DDS for the intended purpose. Messages that DDS identifies as messages about a threat or emergencies are, as a matter of priority, sent to the DDS.

    4.4. The EDDS is put on high alert when there is a threat of an emergency by the decision of the head of the administration of the Kirov municipal district.

    In this mode, EDDS additionally provides:

    early preparation for possible actions in the event of an emergency;

    notification and personal call of officials of the Committee for Emergency Situations and Fire Safety Operations of the city of Kirov, MBU "KUGZ" and forces of constant readiness;

    obtaining and summarizing data from monitoring and monitoring the situation in the city, at potentially dangerous facilities, as well as the state of the environment;

    coordination of DDS actions when they take emergency measures to prevent emergencies or mitigate its consequences.

    4.5. In the emergency mode, the EDDS is transferred in the event of an emergency by the decision of the head of the administration of the City of Kirov. In this mode, the EDDS performs the following tasks:

    coordination of the actions of the DDS of emergency operational services and organizations (objects) and the attracted forces and means of the RSChS when carrying out work to protect the population and territory from emergencies of a natural and man-made nature;

    timely notification and informing the population about the current situation and dangers in the emergency zone;

    continuous monitoring of the environment in the emergency zone, the situation at emergency facilities and the adjacent territory.

    4.6. In the modes of high alert and emergency situations, information interaction between the DDS is carried out directly through the UDDS. To do this, information about the threat or fact of an emergency, the current situation, the measures taken, the additional forces and assets involved and required are transmitted to the UDDS from the interacting DDS as a matter of priority. The incoming information is distributed by the UDDS to all interested DDS.

    4.7. The functioning of the UDDS when alerting the civil defense and in wartime is carried out in accordance with the plan of the Civil Defense of the City of Kirov and the instructions for the duty personnel of the DDS of emergency operational services and organizations (objects) on actions in the conditions of a special period.

    4.8. At the functioning of the UDDS Under the conditions of a special period, in accordance with the plan of the City of Kirov GO MO, it is envisaged to place operational duty shifts at the reserve control center of the Kirov MO administration.

    4.6. 5. Training of the operational personnel on duty of the EDTS The training of the operational personnel of the EDDS is carried out: educational institutions having the appropriate licenses to train specialists in the field of protection of the population and territory from emergencies;

    in a planned manner in the system vocational training employees of EDDS according to a specially developed program and schedule;

    with operational duty shifts during scheduled sessions, trainings and exercises in order to practice their actions when transferring the city's UDDS to high alert and emergency modes, as well as performing duties in conditions of threat and emergencies;

    every day during the briefings of the shifts taking over the duty, as well as in the process of duty.

    1. This instruction determines the procedure for the exchange of information in the field of protection of the population and territories from natural and man-made emergencies between the unified dispatching service of the municipal formation "City of Kirov" (hereinafter - EDDS) and city dispatching services (officials) (hereinafter - DDS).

    2. In order to take measures to prevent and eliminate natural and man-made emergencies (hereinafter - ES) (incidents), as well as timely notification of the population about predicted and emerging emergencies, the collection and exchange of information is carried out:

DDS of SNLK institutions, forces of constant readiness of the city link of the territorial subsystem of the unified system for the prevention and elimination of emergencies, potentially dangerous objects, duty services ( officials) other organizations, enterprises and institutions provide information:

    about the threat (forecast) of emergencies (incidents);

    on the occurrence and main parameters of emergency situations (incidents);

    on measures to protect the population and territories, conduct emergency rescue and other urgent work;

    about the forces and means involved in the elimination of emergencies (incidents);

    on the transfer of the facility link to high alert mode, emergency mode;

    other information on the measures taken.
