    I. General Provisions

    1. Duty at the EDDS is organized around the clock and is carried out by regular dispatchers in accordance with the duty schedule in the room, which is equipped with technical means of notification, communication, information display, equipped with the necessary office equipment and documentation.

    2. The following main tasks are assigned to the dispatcher on duty:

    2.1. Immediate delivery of warning signals to the head of the district administration.

    2.2. Notification and personal call of the members of the commission for the prevention and elimination of emergencies, ensuring fire safety and safety of people at water bodies (hereinafter - KES and OPB) and officials of the district administration.

    2.3. Notification and call of the duty dispatching services (hereinafter - DDS) of organizations and institutions of the region, as well as forces of constant readiness.

    2.4. Notifying the public about emergencies (hereinafter - ES) and informing them about the use of means and methods of protection from damaging factors of the source of emergency situations.

    2.5. Reception from the population and organizations of messages on any emergencies that carry information about the threat or fact of emergencies, including information about fires.

    2.6. Analysis and assessment of the reliability of the information received, bringing it to the DDS, whose competence includes responding to the received message.

    2.7. Collecting from duty dispatching services, environmental control and observation services (monitoring systems) and dissemination between DDS of the received information about the threat or fact of an emergency, the current situation and the actions of forces and means to eliminate the emergency.

    2.8. Processing and analysis of data on emergencies, determining its scale and clarifying the composition of the DDS involved in responding to emergencies, their notification of the transfer to the highest modes of functioning of the regional level of the territorial subsystem of the unified emergency prevention and response system (hereinafter - RZ TP RSChS).

    2.9. Generalization, assessment and control of the situation data, measures taken to eliminate emergencies, preparation and correction of previously developed and agreed with the services options for management decisions on emergency response, taking emergency measures and necessary decisions (within the powers established by higher authorities).

    2.10. Informing the dispatching services involved in the elimination of emergencies, subordinate forces of constant readiness about the situation, taken and recommended measures.

    2.11. Submission of reports (reports) on the threat or occurrence of emergencies, the current situation, possible solutions and actions to eliminate emergencies (based on previously prepared and agreed plans) to higher management bodies.

    2.12. Bringing the tasks set by the higher management bodies of the RSChS to the DDS and the permanent readiness forces subordinate to them, monitoring their implementation and organizing interaction.

    2.13. Generalization of information about emergencies that have occurred (per day of duty), the progress of work on their elimination and submission of relevant reports on subordination.

    3. The UDDS of the district is the superior body for all DDS institutions and organizations of the district, and the duty dispatcher of the UDDS is the senior in relation to the dispatchers of the DDS on the collection, processing and exchange of information about emergencies, as well as on the coordination of joint actions of the DDS and forces in emergencies.

    4. In the mode of daily activity, the dispatcher on duty provides:

    4.1. Reception from the population and organizations of messages on any emergencies that carry information about the threat or fact of emergencies, including information about fires.

    4.2. Generalization of information about emergencies that have occurred (per day of duty), the progress of work on their elimination and submission of relevant reports on subordination.

    4.3. Maintaining readiness for use of software technical means automation and communication facilities.

    4.4. Making the necessary additions and changes to the databank, as well as to the structure and content of operational documents on the response of the EDDS to emergencies.

    5. In the EDDS high alert mode, the dispatcher on duty additionally provides:

    5.1. Advance training of the dispatching personnel for possible actions in the event of an emergency.

    5.2. Notification and personal call of the members of the Committee for Emergency Situations and OPB, officials of the district administration, DDS, as well as the constant readiness forces of the district.

    5.3. Obtaining and summarizing data from monitoring and monitoring the situation in the district, at potentially dangerous facilities, as well as the state the environment.

    5.4. Forecasting a possible situation, preparing proposals for the actions of the forces and assets involved and reporting them on their subordination.

    5.5. Adjustment of the plans for the response of the UDDS to a probable emergency and plans for interaction with the corresponding DDS of the district.

    5.6. Coordination of DDS actions when they take emergency measures to prevent emergencies or mitigate its consequences.

    6. In the emergency mode, the dispatcher carries out the solution of the tasks of the UDDS in full.

    7. The transfer of the EDDS and DDS of the district to the high alert and emergency modes is carried out by the duty dispatcher of the EDDS of the district at the direction of the head of the administration (chairman of the Committee for Emergency Situations and OPB) on the introduction on the territory of the appropriate mode of operation of the RZ TP RSChS.

    8. When performing functional duties during the round-the-clock duty period, the UDDS dispatcher is subordinate to the head of the district administration or to a person who replaces him in the prescribed manner, and on matters of official activity - to the person specified in the Regulations on the UDDS.

    II. Duties of the dispatcher on duty EDDS

    9. While on duty, the duty dispatcher of the EDDS must:

    9.1. Immediately start emergency actions to alert and inform the DDS and the permanent readiness forces (duty forces), to coordinate their efforts to prevent and (or) eliminate emergencies after receiving the necessary data.

    9.2. To independently make decisions on the protection and rescue of people (within the framework of their powers), if the situation does not allow for the coordination of emergency actions with higher authorities.

    10. When accepting duty, the dispatcher on duty of the EDDS is obliged to:

    10.1. Check and accept documents, means of notification and communication, other property according to the inventory.

    10.2. Check the state of direct communication with interacting DDS.

    10.3. Check the technical condition of other means of communication and notification, in case of malfunction of communication and notification means, report to the higher management and take measures to eliminate the malfunction.

    10.4. Clarify with the changing dispatcher on duty of the EDDS the general situation (what incidents were, to whom and what information was communicated, what activities are under control, what instructions, orders were not communicated to the executors). Check the data record in the working documentation.

    10.5. Report to the superior management (or a person replacing him) about the situation and about the change of duty.

    11. While on duty, the duty dispatcher of the EDDS is obliged to:

    11.1. Organize interaction with the DDS of institutions and organizations of the district. Clarify the composition and condition of the forces and means on duty.

    11.2. Maintain the documentation of the senior dispatcher of the EDDS.

    11.3. When conducting trainings (work on real emergencies and incidents), work out and submit to a higher management body the established set of documents.

    11.4. Upon receipt of warning signals, bring them to the head of the district administration. Record the signal delivery time.

    11.5. After receiving instructions from the head of the district administration (chairman of the CoE and OPB), arrange for notification of officials of the administration, the CoE and OPB, DDS and forces. Fix the time of signal delivery (commands for notification) and summarize the results of the notification.

    11.6. Report immediately to the head of the district administration about the threat and occurrence of emergencies, about accidents in life support systems, as well as about incidents that have a social and political resonance or entail grave consequences.

    11.7. Analyze the current situation, prepare a forecast of the worst and most likely development of emergencies. Prepare proposals for the implementation of measures aimed at preventing (reducing the consequences) of emergencies, for the use of forces and means to eliminate emergencies.

    11.8. Coordinate the actions of the district duty forces involved in the elimination of emergencies (incidents).

    11.9. Keep records of the forces and means involved in the elimination of emergencies (incidents). Carry out a timely report on the progress and results of work on the elimination of emergencies (incidents).

    11.10. Observe fire safety measures in the EDDS room.

    11.11. Do not allow unauthorized persons into the premises without the permission of the superior management or a person replacing him.

    11.12. Observe labor discipline, daily routine and labor protection measures.

    12. The dispatcher on duty of the EDDS is prohibited from:

    12.1. Leave your workplace without the permission of the higher management (the person who replaces him).

    12.2. Conduct negotiations on technical means of communication (including e-mail and the Internet), not related to the performance of official duties.

    12.3. Distracted from service by outside affairs.

    12.4. Transfer (report) any information about emergencies (incidents), their consequences, scale, measures taken to unauthorized persons, organizations and means mass media without the permission of the head of the district administration (chairman of the Committee for Emergency Situations and OPB) or their substitutes.

    III. Rights of the dispatcher on duty EDDS

    13. The duty dispatcher of the EDDS has the right:

    13.1. Independently make decisions on the protection and rescue of people (within the framework of their authority), if the emerging situation does not allow for the coordination of emergency actions with the leadership of local self-government bodies or the heads of the RSChS services with a subsequent report on decisions taken and their results to the head of the district administration (chairman of the Committee for Emergency Situations and OPB).

    13.2. Request the necessary information and receive free of charge from institutions, enterprises and organizations, regardless of the form of ownership and departmental affiliation, the information necessary for the implementation of activities for the prevention and elimination of emergencies.

    13.3. Make proposals to improve the organization of the work of the EDDS.

    13.4. Represent the EDDS on issues within its competence.

    13.5. Give instructions to the DDS on the organization of activities aimed at preventing emergencies or eliminating its consequences.

    IV. Responsibility of the dispatcher on duty EDDS

    14. The dispatcher on duty is responsible for the timely adoption of the necessary emergency measures to protect the population and rescue people, material and cultural values.

    15. The duty dispatcher of the EDDS is responsible for:

    15.1. Clear and high-quality execution of the tasks entrusted to him job responsibilities.

    INTRODUCTION

    Duty dispatch service (hereinafter - DDS) district (city) - the duty or dispatching body of the daily management of the district (city) service, which is part of the territorial unit of the TP RSChS of the Chuvash Republic, having the forces and means of constant readiness for actions in emergencies.

    Unified Duty Dispatch Service (hereinafter - EDDS) district (city)- the body of day-to-day management of the territorial level of the TP RSChS of the Chuvash Republic, created under the governing body for Civil Defense and Emergencies or, if it is absent, at the local government body and designed to coordinate the actions of the dispatching services of various departmental affiliations.

    1.2. Notification and personal call of officials of the Committee for Emergency Situations, the Department (Department) for Civil Defense and Emergency Situations, dispatch and emergency services and other officials.

    1.3. Reception from the population and organizations of messages about any emergencies by phone, or other sources that carry information about the threat or fact of emergencies of a natural, man-made or biological and social nature.

    1.4. Collecting, analyzing and assessing the reliability of the information received from the dispatching personnel of economic facilities, services and organizing the exchange between them of received information about the threat or fact of an emergency, the current situation and the actions of forces and means to eliminate emergency situations.

    1.5. Processing and analysis of data on emergencies, determining its scale and clarifying the composition of DDS involved in responding to emergencies, their notification of transfer to higher modes of operation.

    1.6. Generalization, assessment and control of the situation data, measures taken to eliminate emergencies, making the necessary decisions within the established powers.

    1.7. Submission of reports (reports) about the threat or occurrence of emergency situations, the current situation, possible solutions and actions to eliminate emergency situations to the head of the district (city), the head of the department (department) for civil defense and emergency situations, superior, subordinate and interacting management bodies.

    1.8. Bringing the tasks set by the higher management bodies of the TP RSChS of the Chuvash Republic to the subordinate forces of constant readiness, monitoring their implementation and organizing interaction.

    1.9.     making the necessary changes to the databank, as well as to the structure of operational documents necessary to ensure their actions in the event of a threat or emergencies.

    The district (city) EDDS should be placed on high alert in the event of an emergency.
    In the high alert mode of the district (city) EDDS, ensure:

    notification and personal call of officials of the Committee for Emergency Situations, management bodies for Civil Defense and Emergencies, EDDS, emergency rescue services (formations), heads of organizations that have permanent readiness forces;

    advance preparation of the dispatching personnel of the district (city) EDDS for possible actions in the event of an emergency;

    obtaining and summarizing data from monitoring and monitoring the situation in the municipality, at potentially dangerous facilities, as well as the state of the environment;

    forecasting a possible situation, preparing proposals for the actions of the forces and assets involved and reporting them on their subordination;

    adjusting the plans for the response of the district (city) UDDS to a probable emergency and plans for interaction with the corresponding district DDS;

    coordination of DDS actions when they take emergency measures to prevent emergencies or mitigate its consequences.

    In the emergency mode, the EDDS of the district (city) functions in the event of an emergency.

    6.1. Before assigning dispatchers to the first independent watch, organize their training, which should include: studying regulatory legal acts on organizing the functioning of the UDDS, studying the workplace with the equipment on it, the procedure for working on communication systems, notification and information processing, as well as an internship as part of duty shift.

    6.2. To prepare UDDS dispatchers for independent performance of functional duties, develop a training plan, which should include theoretical and practical exercises, participation in ongoing exercises and trainings, as well as acceptance of tests.

    6.3. To test the knowledge of the dispatchers of functional duties, practical skills in working on technical means of warning and communication, readiness to be on round-the-clock duty, create a commission, which will take offsets from them. Record the results of the tests.

    6.4. Upon completion of the preparation, prepare a draft order of the head of the district (city) administration on the admission of dispatchers of the district (city) EDDS to duty.

    6.5. Arrange monthly training for dispatchers.

    6.6. With a long break in the duty of dispatchers (illness, vacation, business trip for more than 30 days), before taking over the duty, conduct an internship, the duration of which is determined by the head of the district (city) EDDS.

    7. Duty in the EDDS shall be carried out around the clock in the premises of the EDDS of the district (city) in accordance with the approved schedule. The UDDS dispatchers' duty schedule should be developed for a month, which should be submitted for approval to the deputy head of the district (city) administration no later than 30 days before the beginning of the month for which the schedule is drawn up. Changes in the schedule of duty should be made with the permission of the head of the Civil Defense and Emergencies Department no later than three days before the dispatchers take over duty in accordance with their statements (except in cases of their illness).

    8. The duty dispatchers of the EDDS of the district (city) shall carry out duty in accordance with the approved job description and other documentation of the duty dispatcher of the EDDS.

    9. In order to determine the quality of duty by dispatchers of the EDDS of the district (city) and to prevent violations, organize inspections with an entry in the watchdog control log:

    to the head of the administrative body for Civil Defense and Emergencies of the district (city) - twice a month;

    to the head of the district (city) EDDS - twice a week.

    The right to check is also granted to the head of the district (city) administration and his deputies. In addition, inspections should be carried out by designated persons.

    10. The main issues when checking the duty by dispatchers of the district (city) EDDS are to determine:

    compliance of the dispatcher with the approved schedule;

    knowledge by the dispatcher of operational and current information about the situation in the territory of the district (city);

    willingness to complete tasks;

    availability of established documents and the quality of their maintenance;

    knowledge by the dispatcher of the assigned tasks, responsibilities, actions in case of emergency;

    compliance by the dispatcher with the timing of information passage and the quality of it

    working off;

    condition and readiness of communication channels and equipment of the EDDS;

    place of emergency (deck, hold, etc.), what is burning, to which embankment, the coast is the floating vehicle closer; presence of people and threats to their lives;

    e) in case of an accident or emergency landing of aircraft:

    the exact place of the expected landing, or the place of the fall (settlement, highway and other landmarks) aircraft;

    type of aircraft (aircraft, helicopter and make - for example: YAK-40, IL-62, TU-154, MI-8, etc.), presence and number of passengers, amount of fuel on board, technical malfunction, as a result of which an emergency landing is made (the landing gear does not open, etc.);

    place of gathering of forces and means to ensure safe landing and rescue operations;

    f) upon receipt of a message about drowning people:

    address (name of the settlement or other landmark);

    to which shore the drowning person is closer;

    g) upon receipt of a message about an explosion:

    the exact address of the explosion site (street, avenue, lane, etc., house, building, building number);

    on which floor the explosion occurred, the number of storeys of the building;

    what exploded;

    the nature of the damage to buildings, structures;

    presence of people and threats to their lives

    h) upon receipt of a message about a road traffic accident:

    the exact address of the accident (highway, street, avenue, lane, etc., house number, building number, kilometer);

    view vehicle(car, cargo, passenger, etc.);

    the presence of people, the threat to their lives and the necessary emergency assistance;

    the type of the transported cargo, its characteristics (fire and explosion hazard, radiation hazard, chemical and biological hazard, etc.), the nature of damage to the vehicle and cargo, the danger of a possible emergency spreading to residential buildings, industrial facilities and objects with a massive presence of people.

    When receiving subsequent messages, check with the applicant for the exact address and situation. To report on all new information to the head of the EDDS. The applicant should be informed that the crews of the rescue units left on the first report of the incident.

    III. Rights of the dispatcher on duty EDDS

    The duty dispatcher of the EDDS has the right:

    request the necessary information and receive free of charge from organizations, regardless of ownership and departmental affiliation, the necessary statistical and operational data;

    make proposals to improve the organization of the work of the EDDS;

    make operational decisions, well-grounded, not requiring delay, in the event of a threat and emergencies, with a subsequent report

    the head of the EDDS;

    represent the EDDS service on issues related to its competence;
    report to the head of the UDDS on the shortcomings identified in the process of duty, instructions, instructions (comments) of the head of the district (city) administration, and other inspectors.

    The dispatcher on duty of the EDDS has the right to independently make decisions on the protection and rescue of the population in accordance with the assigned powers, if the situation that has arisen does not make it possible to coordinate emergency actions with the leadership of the municipality or services.

    IV. Responsibility of the dispatcher on duty EDDS

    The duty dispatcher of the EDDS is responsible for:

    clear and high-quality performance of the duties assigned to him;

    timely:

    delivery of warning signals (orders);

    notification of the duty dispatching personnel of the DDS, whose competence includes responding to the received message about the threat and occurrence of an emergency in order to take measures to protect the population and territories;

    communicating the order of the head of the district (city) administration or a person substituting him for notification of an emergency meeting of officials and employees of the local government, other persons;

    correct operation and trouble-free operation of equipment, automated warning systems and communication facilities in the EDDS premises;

    maintaining the order and safety of documentation at the workplace.

    The duty dispatcher of the EDDS in case of a threat or emergencies is responsible for the timely adoption of the necessary emergency measures to protect and rescue people, material and cultural values.

    7. UDDS MO operates around the clock, after receiving data on the threat or occurrence of an emergency, immediately starts emergency action to prevent or eliminate it.

    8. In case of emergencies of a municipal nature and larger-scale emergencies, the Commission for Emergency Situations and Fire Safety of the Ministry of Defense is immediately notified and alerted, which takes over the management of further actions to prevent and eliminate emergencies. In such situations, the EDDS MO provides collection, processing and provision of information, preparation of options for possible solutions and reports, as well as operational control of the actions of command and control bodies, forces and means of the territorial level of the UTP RSChS.

    9. The leading dispatcher of the EDDS MO, in the event of a threat of occurrence or occurrence of an emergency, is responsible for the timely adoption of the necessary emergency measures to protect and rescue people, material and cultural values.

    The leading dispatcher of the UDDS of the Ministry of Defense has the right to independently make decisions on the protection and rescue of people (within the framework of his authority) if the situation that has arisen does not make it possible to coordinate emergency actions with the leadership of the Ministry of Defense or DDS.

    10. The leading dispatcher of the EDDS MO is responsible:

    for the readiness of the EDDS MO to carry out the tasks assigned to it;

    for professional training, discipline of employees;

    for internal order;

    for the condition and safety of technical and other material means of the EDDS.

    11. The dispatcher of the EDDS is obliged to know the requirements of the governing documents regulating their activities, to be able to apply them in practical work.

    Dispatchers of the UDDS, after receiving data on the threat or occurrence of an emergency, are obliged to immediately begin emergency actions to prevent or eliminate it and are responsible for timely notification and control of the adoption of the necessary emergency measures to protect and rescue people, material and cultural values ​​in accordance with the law.

    12. Notification of the population in the event of an emergency is carried out by order of the chairman of the Commission for Emergency Situations and Fire Safety, the lead dispatcher of the EDDS, together with the head of the warning and communication service of the district civil defense, using automated system centralized civil defense notification with the use of electric sirens and a radio broadcasting network, in accordance with the approved instructions.

    III. Composition and location of EDDS MO

    13. The EDDS MO includes a leading dispatcher and a dispatcher, from which duty shifts are formed.

    EDDS MO is on duty around the clock on duty shifts.

    EDDS MO is located at a stationary control center and is provided with specially equipped rooms and livelihoods for round-the-clock duty.

    IV. UDDS functioning MO

    14. EDDS MO operates in the following modes:

    In the mode of daily activities;

    In high alert mode (with the threat of an emergency);

    In emergency mode (in the event of an emergency and elimination).

    15. In daily activities EDDS MO carries out round-the-clock duty in readiness for emergency response to the threat or occurrence of an emergency. In this mode, the EDDS MO provides:

    receiving from the population and DDS messages about any emergencies that carry information about the threat or occurrence of emergencies, their registration and sorting according to DDS belonging and levels of responsibility;

    generalization and analysis of information about emergency situations for the current day, submission of relevant reports on subordination;

    keeping in readiness for the use of software and hardware automation and communication;

    monitoring the readiness of the DDS in the area of ​​responsibility, promptly informing their dispatching shifts about the situation and its changes;

    making the necessary additions and changes to the data bank, as well as to the structure and content of operational documents for emergency response.

    The interacting DDS in the mode of daily activities act in accordance with their departmental instructions and submit to the UDDS of the Ministry of Defense generalized statistical information about emergencies and the prerequisites for them over the past day.

    Messages that do not belong to the responsibility of the DDS that received them are immediately transmitted to the appropriate DDS for their intended purpose. Messages that are identified by DDS as messages about the threat of occurrence or occurrence of emergency situations are, as a matter of priority, transmitted to the EDDS MO.

    16. On high alert The UDDS MO and the involved DDS are transferred at the command of the leading dispatcher of the UDDS MO in case of a threat of an emergency in those cases when joint actions of DDS interacting with the UDDS MO are required to eliminate the threat. In this mode, the EDDS MO additionally provides:

    early preparation for possible actions in the event of an emergency;

    notification and personal call of officials of the Commission for Emergency Situations and Fire Safety of the Ministry of Defense, the administrative body for civil defense and emergency situations of the Ministry of Defense, EDDS of the Ministry of Defense, DDS and subordinate forces and means of constant readiness;

    obtaining and summarizing data from monitoring and monitoring the situation in the controlled area, at potentially dangerous facilities, as well as the state of the environment;

    forecasting the development of the situation, preparing proposals for the actions of the forces and assets involved and reporting on their subordination;

    adjusting the algorithms for the actions of the MOU EDDS when responding to the threat of possible emergencies and clarifying the procedure for interaction with other DDS;

    coordination of DDS actions when they take emergency measures to prevent emergencies or mitigate their consequences.

    In this mode, DDS operate in accordance with the regulations on the UTP RSChS link, the provisions on the corresponding EDDS MO and departmental instructions.

    17.In mode emergency(ES) EDDS MO and attracted DDS are transferred at the command of the leading dispatcher of the EDDS MO in the event of an emergency. In this mode, the EDDS MO provides:

    coordination of the actions of the DDS and the involved forces and means of the UTP RSChS when carrying out work to protect the population and territory from emergencies;

    control over the advancement and tracking of the movement of task forces in the emergency area;

    notification and transfer of operational information between the management bodies of the UTP RSChS during the organization of emergency response and in the course of emergency rescue operations, measures to ensure the sustainable functioning of economic facilities and the priority life support of the affected population;

    control over the establishment and movement of the boundaries of emergency zones, timely warning and informing the population about the current situation and dangers in the emergency area;

    continuous monitoring of the state of the environment in the emergency area, the situation at emergency facilities and the adjacent territory.

    18. In the high alert and emergency modes, information interaction between the DDS is carried out directly through the EDDS MO. To do this, information about the threat of occurrence or the fact of occurrence of an emergency, the current situation, the measures taken, the involved and required additional forces and means are transmitted to the UDDS of the Ministry of Defense as a matter of priority. The incoming information is distributed by the EDDS MO to all interested DDS.

    All information entering the EDDS MO is processed and summarized. Depending on the importance of the message, the scale of the emergency, the nature of the measures taken and the proposals made for each adopted document (message), the necessary decisions are prepared and taken. The information received from various sources and generalized in the EDDS of the Ministry of Defense, the prepared recommendations on the joint actions of the forces and means involved are brought to the control bodies of the UTP RSChS, as well as to all the DDS involved in the elimination of the emergency.

    V. Training of personnel on duty shifts EDDS MO

    19. Training of personnel of EDDS MO is carried out:

    with separation from the performance of official duties in educational institutions having the appropriate licenses to train specialists in the field of protection of the population and territory from emergencies;

    in a planned manner in the system vocational training employees of EDDS MO according to specially developed programs and plans;

    1.1. The dispatcher of the Unified Duty Dispatch Service of the municipal formation "Krasnogorsk District" (hereinafter the dispatcher of the EDDS MO) performs the tasks of the permanent management body of the territorial level of the Udmurt territorial subsystem of the unified state system for the prevention and elimination of emergency situations (hereinafter USP RSChS) and reports directly to the head of the civil defense sector and emergency situations of the region, on the issues of operational management - to the head of the Krasnogorsk garrison of the fire department. The dispatcher of the EDDS MO is appointed and dismissed by the order of the head of the Administration of the municipal formation "Krasnogorsk District" (hereinafter - the head of the District Administration).     II. Job responsibilities

    III. The rights of the dispatcher EDDS MO

    Dispatcher EDDS MO has the right to:

Inform, as a matter of priority, the head of the district administration, the chairman of the CoE and OPB, the head of the fire brigade, the head of the civil defense and emergencies sector about the departure of forces and means of the territorial level of the UTP RSChS to eliminate emergencies (incidents), about changes in the operational situation at the site rescue and other urgent work.

    3.3. Control the actions of services, enterprises, institutions, organizations, including the territorial level of the RSChS and officials in the performance of their functions related to life support and emergency response, as well as in providing the necessary information for the leadership of the municipality.

    3.4. To make proposals on improving the organization of service by dispatchers of the UDDS, technical re-equipment and development of the UDDS to the head of the District Administration through the head of the civil defense and emergency sector
