    1. General Provisions

    1.1. These Regulations on the unified duty dispatch service (hereinafter - the EDDS) of the municipal entity "City of Kirov" (hereinafter - the MO "City of Kirov") defines the main tasks, composition and functioning of the EDDS of the MO "City of Kirov".

    1.2. EDDS is the daily management body of the city link of the regional subsystem of the unified state system for the prevention and liquidation of emergency situations (hereinafter - the Civil Code of the Republic of Emergency Situations) and is designed to receive and transmit warning signals civil defense (hereinafter - GO) from higher management bodies, signals to change the operating modes of the Civil Protection Code of the Emergency Situations Service, receive emergency messages (hereinafter - EM) (incidents) from the population and organizations, promptly bring this information to the appropriate duty dispatch services (hereinafter - DDS) Emergency operational services  and organizations (facilities), coordinating the joint actions of the DDS of emergency operational services and organizations (facilities), notifying the senior staff of the Civil Protection Code of the RFES and the population of the city of Kirov about the threat of emergencies (emergencies).

    1.3. The EDDS is the parent body for all interacting DDS GZ TP RSChS on the collection, processing and exchange of information about emergencies, as well as the coordinating body for joint actions of the DDS in emergencies, in accordance with the agreements on the collection and exchange of information.

    1.4. The EDDS is established on a regular basis, as part of the Kirov Civil Protection Department, a municipal budget institution (hereinafter - MBUK KUGZ).

    1.5. General management of the EDDS is carried out by the head of the administration of the city of Kirov through the MBU "KUGZ", direct - the head of the EDDS.

    1.6. EDDS in its activities is governed by laws Russian Federation, normative legal acts of the President of the Russian Federation and the Government of the Russian

    1.7. The EDDS operates in collaboration with the federal state institution "Crisis Management Center of the Main Directorate of the Ministry of Emergencies of Russia for the Kirov Region", the Kirov Regional State Educational Budgetary Institution of Continuing Professional Education (advanced training) "Special Facilities Service (Training Center)."

    2. The main objectives (functions) of the EDDS

    2.1. Goals and eDDS objectives  They include increasing the responsiveness to threats or emergencies, the awareness of the population and organizations about the facts of their occurrence and the measures taken thereon, the effectiveness of the interaction of the involved forces and constant readiness.

    2.2. EDDS solves the following main tasks:

    reception from the population and organizations, as well as from other sources of messages about any incidents that carry information about the threat or the occurrence of emergencies of a natural, man-made or biological-social nature, as well as other accidents and incidents;

    reception from the higher governing bodies and bringing to the governing staff of the City of Kirov municipality management signals (alerts) in accordance with the requirements of directive documents;

    verification of the reliability of the information received, bringing it to the DDS, the competence of which is the response to the received message;

    collecting and summarizing information, analyzing data and bringing to the DDS information about the threat or the occurrence of emergencies, the current situation and the actions of forces and means to eliminate emergencies;

    processing data on emergencies, determining its scale and clarifying the composition of the interacting DDS involved to respond to emergencies, their notification of the transfer to elevated modes of operation of the HR TP RSChS;

    operational management of forces and means of constant readiness, setting and bringing to them the tasks of localizing and eliminating the consequences of accidents, natural disasters and other emergencies, taking the necessary emergency measures and decisions (within the limits established by the higher authorities);

    generalization, assessment and monitoring of the situation data, measures taken to eliminate emergency situations, preparation and adjustment of previously developed and agreed upon with the city services options for management decisions on emergency response, emergency measures and necessary decisions (within the limits established by the higher authorities);

    submission of reports (reports) to higher management bodies by subordination on the threat or emergence of an emergency, the current situation, possible solutions and actions to eliminate the emergency.

    2.3. The shift supervisor is on duty in the city and is obliged to coordinate the actions of organizations and enterprises of the housing and communal complex that deal with the elimination of defects at engineering infrastructure facilities, if necessary, personally go to the scene of the accident to coordinate and monitor the work, as well as arrange for coordination upon request earthworks with organizations and enterprises, owners of related communications for the prompt elimination of accidents.

    3. The composition and structure of the work of the EDDS

    3.1. EDDS includes: EDDS management, operational duty personnel; control center, technical means of communication, warning and control automation.

    3.2. As part of the operational duty staff of the EDDS, operational duty shifts are provided for at the rate of: chief civil defense specialist - senior duty shift; Leading specialist of civil defense - senior operational duty officer; GO specialist - operational duty.

    3.3. An operational shift on duty is located in a stationary control center and is provided with specially equipped rooms and means of vital activity for round-the-clock duty monitoring.

    3.4. The procedure for carrying out and changing the duty is determined by the instructions on bearing the duty to the operational duty personnel of the EDDS.

    3.5. EDDS operates around the clock and at the same time should:

    3.1. - immediately begin emergency actions to alert and inform the DDS and coordinate their efforts to prevent and (or) eliminate emergency situations after receiving the necessary data;

    - independently make decisions on protecting and saving people (within the framework of their authority), if the situation does not make it possible to coordinate urgent actions with higher management bodies.

    3.6. Technical means of communication, notification and automation of EDDS are designed to ensure the automated implementation by the EDDS staff of the city of the following functions:

    collecting, summarizing and transmitting data on the threat and the fact of emergencies, the current situation and the actions of forces and means;

    organization of communications during emergency rescue operations;

    preparation of emergency information;

    assessment and control of the current situation based on a comparison of information from various sources;

    the accumulation of socio-economic, natural-geographical, demographic and other data on the city of Kirov municipal district, on the forces and means of constant readiness, potentially dangerous facilities, possible and planned measures for the prevention and elimination of emergencies;

    presentation of the required data to higher, subordinate and interacting management bodies;

    notification of the management staff of the Civil Code of the TP of the RFES and the population of the city of Kirov municipal defense about the threat of emergencies or emergencies (incidents).

    3.7. Financing of the activities and development of EDDS is carried out at the expense of the city budget.

    4. The functioning of the EDDS

    4.1. The EDDS operates in three modes: daily activities, high alert (in case of emergency) and an emergency in peacetime, while alerting civil defense and in wartime, at the appropriate levels of preparedness.

    4.2. The modes of functioning of the EDDS are established by the head of the administration of the city of Kirov.

    4.1. 4.3. In the routine of daily activities, the EDDS carries out round-the-clock duty, being ready for an emergency response to a threat or emergency.

    In this mode, EDDS provides:

    receiving messages from the public and DDS about any emergencies carrying information about the threat or emergencies, their registration and sorting according to the identity of the DDS and the levels of responsibility;

    generalization and analysis of emergency information for the current day and the submission of relevant reports on subordination;

    maintaining readiness for the use of technical means of communication, warning and automation;

    making the necessary additions and changes to the data bank, as well as to the structure and content of operational documents on emergency response.

    The interacting DDS in the day-to-day operation mode operates in accordance with its departmental instructions and provides the UDDS with generalized statistical information about emergencies and their prerequisites over the past 24 hours in accordance with agreements on the procedure for collecting and exchanging information in the field of protecting the population and territories from emergencies.

    Emergency reports that are not within the scope of responsibility of the DDS that received them are immediately transmitted to the appropriate DDS for their intended purpose. Messages that the DDS identifies as messages about a threat or emergencies are transmitted as a priority to the EDDS.

    4.4. EDDS is transferred to high alert when there is a threat of an emergency by decision of the head of the administration of the Kirov City City Defense Administration.

    In this mode, EDDS additionally provides:

    advance preparation for possible actions in case of emergencies;

    notification and personal call of the officials of the CoES and the SDB of the city of Kirov, MBU "KUGZ" and constant readiness forces;

    obtaining and summarizing monitoring and control data on the situation in the city, at potentially dangerous facilities, as well as on the state of the environment;

    coordination of the actions of the DDS when they take emergency measures to prevent emergencies or mitigate its consequences.

    4.5. In emergency mode, EDDS is transferred in the event of an emergency by decision of the head of the administration of the city of Kirov. In this mode, the EDDS performs the following tasks:

    coordination of the actions of emergency operations services of emergency services and organizations (facilities) and the forces and means of the emergency service during the work to protect the population and territory from emergencies of a natural and man-made nature;

    monitoring the nomination and tracking the movement of the emergency response group and the operational group of the Kirov administration throughout the territory of the municipality;

    warning and transfer of operational information between management bodies during the organization of the emergency response and during emergency rescue operations, measures to ensure the stable functioning of economic facilities and the priority life support of the affected population;

    timely warning and informing the population about the current situation and dangers in the emergency zone;

    continuous monitoring of the state of the environment in the emergency zone, the situation at emergency facilities and the adjacent territory.

    4.6. In high alert and emergency modes, information interaction between the DDS is carried out directly through the EDDS. To this end, information on the threat or fact of an emergency, the current situation, the measures taken, the involved and required additional forces and means are transferred to the EDDS from the interacting DDS as a matter of priority. The incoming information is distributed by the EDDS to all interested DDS.

    4.7. The operation of the UDDS when the GO is alerted and during wartime is carried out in accordance with the GO City Plan of the Kirov Civil Defense Organization and instructions to the emergency duty personnel and organizations (facilities) on duty in the DDS on actions in a special period.

    4.8. At functioning of EDDS  in the conditions of a special period, in accordance with the plan of the Civil Defense Ministry "City of Kirov", it is planned to place operational duty shifts at the emergency control center of the administration of the city of Kirov.

    4.6. 5. Training of operational duty personnel of the EDCS Training of operational duty personnel of the EDTS is carried out: educational institutionshaving appropriate licenses for the training of specialists in the field of protecting the population and territory from emergencies;

    in a planned manner in the system of vocational training of employees of EDDS according to a specially developed program and schedule;

    with operational duty shifts during scheduled classes, trainings and exercises with the aim of working out their actions when transferring the city EDDS to high alert and emergency situations, as well as fulfilling duties in conditions of threat and emergencies;

    daily during the briefing of shifts that are on duty, as well as in the process of duty.

    1. This instruction defines the procedure for the exchange of information in the field of protecting the population and territories from natural and man-made emergencies between the unified duty and dispatch service of the municipality "City of Kirov" (hereinafter - EDDS) and city duty and dispatch services (officials) (hereinafter - DDS).

    2. In order to take measures to prevent and eliminate natural and man-made emergencies (hereinafter referred to as “emergencies”) (incidents), as well as timely notification of the population about predicted and emerging emergencies, information is collected and exchanged:

DDS of SNLK institutions, permanent readiness forces of the city link of the territorial subsystem of the unified system for preventing and liquidating emergencies, potentially dangerous facilities, duty services (officials) of other organizations, enterprises and institutions provide information:

    about the threat (forecast) of emergencies (incidents);

    about the occurrence and main parameters of emergency situations (incidents);

    on measures to protect the population and territories, conducting rescue and other urgent work;

    on the forces and means involved in the elimination of emergencies (incidents);

    on the transfer of the facility link to high alert, emergency mode;

    other information on measures taken.

    I. General Provisions

    1.2.     III. Department Functions

    3.1. Within its tasks, it ensures interaction with all departments and services of the territorial administration, enterprises, organizations and institutions located in the district, regardless of their departmental affiliation, and, if necessary, with the on-duty services of other regions.

    3.2. Organizes the collection, synthesis, analysis and report to the management of the territorial department of operational information on the current state of the district economy.

    3.3. Coordinates decisions and other normative acts of structural divisions of the territorial administration affecting the prevention of accidents, incidents and emergencies.

    3.4. It monitors the work of duty and emergency dispatch services of enterprises, organizations and institutions of regional subordination.

    3.5. Informs the leadership of the territorial administration about the situation in the area, accidents, incidents, complaints received by the population regarding the activities of enterprises, organizations and institutions of regional subordination.

    3.6. Supervises the work on appeals and complaints of residents of the district, submitted through the duty department of enterprises, organizations and institutions of the district.

    IV. Department Rights

    4.1. Require the submission of necessary information and written reports on accidents, emergencies, as well as basic information about the state of the production activities of enterprises and services that ensure the life of the district.

    4.2. Give instructions and instructions officials  enterprises, organizations and institutions of regional subordination on the attraction of forces and means to actions to prevent accidents, emergencies and eliminate their consequences in accordance with the agreed plans.

    4.6. The orders of the duty service department, given within the limits of its competence, are binding on all officials of enterprises, organizations and institutions located in the district, regardless of ownership or departmental affiliation.

    V. Organization of work of the department

    5.1. The organization of the department’s work is based on the current legislation, these Regulations, job descriptions  department head, department specialists approved by the head of the territorial administration.

    5.2. The employees of the department are civil servants, they are subject to the rights and obligations stipulated by the legislation of the Russian Federation and St. Petersburg on public service.

    5.3. The department is staffed by leading specialists with higher education, with at least 3 years of work experience.

    5.4. The appointment of the head of the department, leading specialists is carried out according to the results of the competition for filling vacant posts in the public service of St. Petersburg, carried out in the manner prescribed by law.

    5.5. The department is headed by the head of the department. He is appointed to the post and dismissed by the head of the territorial administration in agreement with the duty service sector of the apparatus of the governor of St. Petersburg.

    5.6. Leading specialists of the department are appointed to the post and dismissed by the head of the territorial administration in agreement with the head of the department.

    5.7. The duty service department is located in a separate room, which provides the opportunity to organize round-the-clock work, maintain stable communications, and provide continuous management of subordinate units and services, is provided with the necessary means of communication, information and other office equipment, maps (plans) of the district, interaction and communication schemes.

Duty assistants to the head of the territorial administration are appointed every day from among the leading specialists of the duty service department and serve according to the schedule approved by the head of the territorial administration.     5.10. In case of complication of the situation and emergencies, the on-call service department carries out its activities together with the commission on emergency situations  territorial administration.

    5.11. Head of Department:

    - directs the activities of department specialists;

    - monitors the implementation of orders, orders of the head of the territorial administration, decisions of the collegium of territorial administration, decisions and instructions of higher authorities and administrations, as well as compliance with executive discipline;

    - monitors the implementation of planned activities of the department;

    - organizes the workplaces of department employees with the appropriate material and technical means, reference and legal literature, sources of current legislation, introduces normative acts, guidelines of the head and higher governing bodies.

    VI. The procedure for termination of the department

    6.1. The reorganization of the duty service department or the termination of its activity is carried out on the basis of an order from the head of the territorial administration in coordination with the duty service sector of the apparatus of the governor of St. Petersburg.

    III. Job responsibilities

    1. General Provisions

    Coordination of actions of enterprises, institutions and organizations, regardless of their legal form (hereinafter referred to as organizations), to eliminate accidents, malfunctions in utilities and networks of the district, offenses, organization of emergency interaction departmental services, providing them with necessary general-purpose equipment and a reserve of material resources, timely taking measures to eliminate emergency situations: accidents, disasters and natural disasters and informing the population about the measures taken and the state of affairs, as well as collecting and systematizing information (data) on the work of organizations ( according to the developed forms);

    III. The main functions of the dispatch service

    V. DDS Guide
