    Do district hospitals have the right to hang flags? Memo on the procedure for the official use of state symbols of the Russian Federation during official sports and recreation and sporting events

    This memo has been developed in accordance with the Federal Constitutional Law “On the State Flag of the Russian Federation” dated December 25, 2000 No. 1-FKZ (as amended on March 12, 2014, as amended and added in effect from September 1, 2014) and the Federal Constitutional Law “On the National Anthem of the Russian Federation” dated 12.25.2000 No. 3-FKZ (as amended on 12.21.2013).

    I. Uses National flag  Russian Federation

      1. Terms
      The national flag of the Russian Federation is the official state symbol of the Russian Federation.
    A mast (flagpole) is a means of fastening a flag (usually in the form of a straight rod), installed vertically or at an acute angle to the horizontal plane. The flag is attached to the mast (flagpole) on a movable joint - that is, the design of the cables strung on the blocks, allowing the flag to be raised and lowered. When raising the flag on the masts, it is necessary to strive to ensure that the flag is raised to the very top of the mast.
    The heads are the decoration of the upper part of the shaft, usually in the form of a metal (plastic, other) tube (worn on the upper end of the shaft), to which the decoration itself is attached, most often in the form of a decorative spear, or a sculptural image. Navaschie is a traditional subject of znamenny practice, and the use of the top for flags is undesirable (with rare exceptions - for example, if the flag is installed in a room). Tops are completely unacceptable on masts (flagpoles), it does not meet international customs of flag practice, and, moreover, creates a visual effect of the fact that the flag is lowered - that is, it is located as it should be in the days of mourning.
    Raise the flag - use the flag with the help of a mast (flagpole).
       The width of the flag is the vertical size of the cloth. (Sometimes the term “flag height” is also used.)

      The length of the flag is the horizontal size of the cloth.
      2. Flag settings
    X is the length of the flag;
    Y is the width of the flag.

      3. Technical requirements
    The national flag of the Russian Federation is a rectangular panel of three equally-sized horizontal stripes: the top is white, the middle is blue, and the bottom is red. Shades of flowers are established by the state standard. Flags can be made from any type of fabric, and, in some cases, from paper and other flexible materials.
    The side of the cloth intended for fastening may be attached to a technical strip of a material other than the cloth itself, on which there may be holes, hooks and other technical elements. It is desirable that the technical strip be the same color as the panel, but it is permissible that it had a different color, but in this case, you should strive to ensure that the width of the technical strip is extremely small, so that when you raise (hang) the flag with such a strip the strip did not give the observer any impression of a special heraldic part of the flag.
       The size of the flag is not set - the flag can be made of any size, depending on what it is used for and how. It is strictly necessary to adhere to the observance of the ratio of the width and length of the flag: no matter what size the flag is made, this ratio should always be equal to 2: 3.
        4. The order of raising (hanging, installation) flags
      Flag on the mast (flagpole)
      The flag should be raised as high as possible (as close as possible to the upper end of the mast).
        On the mast are not allowed tops.

      And - the correct location of the flag on the mast;
      B - wrong position of the flag on the mast;
        C - the flag is lowered as a sign of mourning (X is the height of the mast).


        5. Layout of several flags together
    While simultaneously raising (placing) the State Flag of the Russian Federation and the flag of a subject of the Russian Federation, a municipality, a public association or an enterprise, institution or organization, the State Flag of the Russian Federation is located on the left side of the other flag, if you face them; when simultaneously raising (placing) an odd number of flags, the National flag of the Russian Federation is located in the center, and when raising (placing) an even number of flags (but more than two) - to the left of the center.
    While simultaneously raising (placing) the State Flag of the Russian Federation and other flags, the size of the flag of the subject of the Russian Federation, municipality, public association or enterprise, institution or organization may not exceed the size of the State Flag of the Russian Federation, and the height of raising the State Flag of the Russian Federation cannot be less elevation of other flags.
    All flags have a certain status, more or less high, depending on who owns these flags. When several flags are placed together, the places of a more or less high value differ. Accordingly, the flag of a higher status should be placed on the place of the first priority, the flag of a lower status - in the place of the second value, and so on.
       The top, center (with an odd number of flags) and the left side of the center (with an even number) the placement of a complex of flags have the highest value.

       The national flag of the Russian Federation is raised (set) during public events (including sports and fitness). educational organizations  regardless of ownership.
    The use of the State Flag of the Russian Federation, including its image, is allowed by citizens, public associations, enterprises, institutions and organizations in other cases, if such use is not an offense against the State Flag of the Russian Federation.

    Ii. Use of the National Anthem of the Russian Federation

    The national anthem of the Russian Federation is a musical and poetic work performed during official ceremonies during sports competitions in the territory of the Russian Federation and abroad - in accordance with the rules of these competitions.
    With the official performance of the National Anthem of the Russian Federation, those present listen to him standing, men - without headgear.
    If the performance of the National Anthem of the Russian Federation is accompanied by the raising of the State Flag of the Russian Federation, those present turn to face it.
    The national anthem of the Russian Federation can be performed in an orchestral, choral, orchestral-choral or other vocal and instrumental version. At the same time, audio and video recordings can be used, as well as television and radio broadcasting facilities.
    The national anthem of the Russian Federation must be performed in strict accordance with the approved musical version andtext.
    The performance and use of the National Anthem of the Russian Federation in violation of the Federal Constitutional Law of December 25, 2000 No. 3-FKZ, as well as abuse of the National Anthem of the Russian Federation entails liability in accordance withby law   Russian Federation.

    On the eve of the celebration of the Day of National Unity, we suddenly became interested, and how many all-Russian and city holidays in Moscow are celebrated at the official level with the holding of mass events and thematic decoration of the city?

    The first thing that everyone immediately comes to mind is, of course, Victory Day, March 8, February 23, May 1, Russia Day, Constitution Day, New Year, Christmas and City Day. It is possible that someone will call on the fly a few more.

    As it turned out, just a year of such holidays and memorable days in the capital marked as many as twenty-nine! Their full list was approved by the Decree of the Government of Moscow dated September 11, 2007 No. 801-PP.

    The decree of the Moscow government also establishes a uniform procedure for the festive and thematic design of the capital on these days, and approves the list of all holidays and commemorative days, other days of celebrations and other events, to which the state flag and the flag of Moscow are hung in the city.

    In order to ensure the general order of the festive and thematic design of the city and hanging on the territory of the city the State Flag of the Russian Federation, the flag of the city of Moscow and a copy of the Victory Banner the Government of Moscow

    decides:

    1. Establish that:

    1.1. Festive and thematic decoration of the territory of the city of Moscow is provided on holidays, memorial days, days of ceremonial and other events (hereinafter - holidays and days of events) in accordance with Appendix 1 to this resolution.

    1.2. The volumes and terms of installation and dismantling of the festive and thematic decoration of the city of Moscow are approved by the legal acts of the city of Moscow.

    The readiness of the festive decoration for the enterprises of the consumer market and services, institutions and enterprises subordinate to the city structures is set 10 days before the holiday date, by the New Year - December 1.

    1.3. Use in festive and thematic design of the city of state and municipal symbols (images State Emblem  and the State Flag of the Russian Federation, images of the coat of arms and flag of the city of Moscow, images of coat of arms and flags of administrative districts of the city of Moscow, images of coats of arms and flags of municipalities in the city of Moscow) is carried out in consultation with the Heraldic Council of Moscow.
    .

    1.4. If the installation of the festive and thematic design is supposed to be within the boundaries of the territories of cultural heritage objects, their protection zones should be coordinated with the concept of the festive and thematic design with the Department of Cultural Heritage of the city of Moscow (clause as amended since 23 August 2011 by a decree of the Government of Moscow dated 9 August 2011 N 353-ПП.

    2. The Department of Fuel and Energy of the City of Moscow, the prefectures of the administrative districts of the city of Moscow, departments, committees, departments of the city of Moscow to provide a festive and thematic design of subordinate territories, facades of residential and administrative buildings, organizations in accordance with paragraph 1 of this resolution.

    3. Establish that:

    3.1. The hanging of the State flag of the Russian Federation and the flag of the city of Moscow is provided on holidays and days of events in accordance with Appendix 2 to this resolution.

    3.2. The hanging of the State flag of the Russian Federation and the flag of the city of Moscow is carried out in the manner prescribed by the Federal Constitutional Law of December 25, 2000 N 1-FKZ "On the State Flag of the Russian Federation" and the legislation of the city of Moscow on the state symbolism of the city of Moscow.

    3.2 (1). Hanging a copy of the Victory Banner is provided on Victory Day (May 9) and the Day of the beginning of the counterattack of the Soviet troops against the German fascist troops in the battle of Moscow (1941) (December 5).

    On other days, copies of the Victory Banner can be used during public events held in Moscow as part of the events of the Great Patriotic War of 1941-1945.

    3.3. On public holidays and days of events, there is a unified procedure for hanging the State Flag of the Russian Federation, the flag of the city of Moscow and a copy of the Victory Banner:

    - installation is provided until 6 pm on the day preceding the holiday and the day of events;

    Dismantling - until 9.00 the next day after the date of the holiday, the day of events.

    3.3 (1). When simultaneously placing the State Flag of the Russian Federation, the flag of the city of Moscow and a copy of the Victory Banner (if you face them):

    - The national flag of the Russian Federation is located in the center;

    - to the right of the State Flag of the Russian Federation is the flag of the city of Moscow;

    - to the left of the State Flag of the Russian Federation is a copy of the Victory Banner.

    3.4. On the days of mourning, the hanging of the State Flag of the Russian Federation is carried out in accordance with Article 7 of the Federal Constitutional Law No. 1-FKZ of December 25, 2000 “On the State Flag of the Russian Federation”, and the flag of the city of Moscow - in accordance with part 4 of Article 7 of the Law of the City of Moscow June 11, 2003 N 38 "On the flag of the city of Moscow".

    3.5. On the Day of Memory and Grief on June 22, in accordance with the Decree of the President of the Russian Federation of June 8, 1996 No. 857 "On the Day of Memory and Grief", the state flags of the Russian Federation and the flags of the city of Moscow are lowered.

    3.6. For other memorable days and events not included in the list provided for by clause 3.1 of this resolution, the use of the flag of the city of Moscow for the themed decoration of the territory of the city is carried out on the basis of legal acts of the city of Moscow.

    4. Heads of departments, committees, departments, prefectures of administrative districts, districts of Moscow districts, inform owners or owners (on the right of economic management, operational management, or other right) of buildings of subordinate organizations about the procedure for hanging the State Flag of the Russian Federation in accordance with federal constitutional law of December 25, 2000 No. 1-FKZ "On the State Flag of the Russian Federation" and the flag of the city of Moscow in accordance with the Laws of the city of Moscow of June 11 2 003 years N 40 "On state and municipal symbolism in the city of Moscow" and on June 11, 2003 N 38 "On the flag of the city of Moscow".

    5. Combining administrative and technical inspections of the city of Moscow to ensure control over the approved volumes and terms of installation and dismantling of the festive and thematic design, the procedure for hanging the State Flag of the Russian Federation and the flag of the city of Moscow on the territory of the city of Moscow.

    6. To recognize invalid the order of the prime minister of the Government of Moscow of April 7, 1998 N 373-RP "About registration of Moscow in the days of state holidays, memorable and significant dates, other actions".

    7. Control over the implementation of this resolution is entrusted to the Deputy Mayor of Moscow in the Government of Moscow for housing and utilities and landscaping P.P. Biryukov.
