    Flag of the Republic of Khakassia  was changed on September 25, 2003. The parliament of the republic amended the law on state moisture of the Republic of Khakassia. The order of the horizontal stripes on the flag is now as follows: blue on top, then white, red below.

       The Republic of Khakassia is located in the southern part of Siberia, in the basin of the Yenisei River. The capital of the republic, Abakan, is located on the left bank of the Yenisei, at the confluence of the Abakan River. The distance from the city of Abakan to Moscow is 4218 kilometers. A network of railways and highways converges to Abakan, the city has a river port and an airport. This is an industrial, scientific and cultural center of the republic.
       The territory of Khakassia is about 62 thousand square kilometers. The population is 546.1 thousand people; 71% of them are citizens. The majority of the republic’s inhabitants are Russians (79.5%) and Khakas (11.1%).
       The legislative body of the republic is the Supreme Council; the executive authority is the government of the Republic of Khakassia.
       On the territory of the republic there are five cities, eight administrative districts, 12 urban-type settlements, 79 rural administrations.
       Khakassia is bordered by the Kemerovo region, the Krasnoyarsk Territory, and the republics of Altai and Tyva.
    Khakassia occupies a significant part of the Minusinsk Basin and the Sayano-Altai Highlands. The mountains are located in the west and south of the republic and make up two thirds of its territory. Fir, cedar, larch and spruce grow in the mountain taiga forests.
       The land of the Khakas was annexed to Russia in 1707, under Peter I. It became an independent administrative unit after the October Revolution: "In 1923, Khakas district was formed, which became a district in 1925. In October 1930, the Khakass district became an autonomous region. In July 1991 Republic of Khakassia was established.
       The land of Khakassia is rich in minerals. There are significant reserves of iron ore, oil, gas, as well as medium and small deposits of gold, silver, copper, molybdenum, phosphate, asbestos. The Khabzas field is rich in chemically pure limestone, suitable for the production of cement and carbide, for metallurgical processes.
       Khakassia has large water resources. Its largest reservoirs are the reservoirs of the Krasnoyarsk and Sayano-Shushenskaya HPP, the Yenisei River and the Abakan River. There are rich sources of mineral and radon waters. The Lake Shira resort and the Tumanny sanatorium, which uses such waters and therapeutic mud, are widely known.
       A number of industries on the scale of production goes far beyond the local scope, is of federal importance. These are non-ferrous metallurgy, electric power industry and fuel industry. Mechanical engineering, ferrous metallurgy, light, food, forestry and woodworking industries are also developing.
       The republic's powerful energy system includes the Sayano-Shushenskaya hydropower plant, the Main hydroelectric power station, and three power plants, the largest in the world. About two thirds of electricity is supplied to other regions of Siberia.
       In Khakassia, a well-developed transport system. By saturation with railways, the republic occupies one of the first places in Siberia and the Far East.     Not only colors, but also elements possess a deep symbolic meaning. A proud animal is associated with intelligence, strength and grace. Solar sign means the worship of tradition, culture, associated with the cosmos, the sun and the universe.

    Since 1992, work has been carried out to create its own heraldic symbol, and changes and additions have been made to it repeatedly. But the leopard and the solar sign were the main elements in any sketch.

    On October 20, 1930, the Khakass Autonomous Region, which was part of the Krasnoyarsk Territory, was formed. The region did not have its own characters. In 1991, during the so-called “parade of sovereignties”, the Khakass SSR was formed within the autonomous region, transformed in 1992 into the Republic of Khakassia with its capital in the city of Abakan. In 1995, the Constitution of Khakassia was adopted.

    By the Decree of the Supreme Court of the Republic of Khakassia of February 14, 1992 No. 5, a competition was announced for projects of the national flag.

    On June 6, 1992, the Supreme Council of the Arts of Armenia adopted the Law “On the National Flag”.

    According to this law, the national flag of the Republic of Khakassia was a rectangular panel with three equally horizontal stripes: the top one was white, the middle one was azure, the bottom one was scarlet. On the left edge of the cloth, along the shaft is a vertical strip of green color, the width of which is equal to the width of one of the horizontal stripes. In the middle of the green bar there is a solar sign of golden-white color.

    The solar sign is known for the ancient Khakass stelae from 4 millennia BC. The solar sign symbolizes eternal life on earth, the unity of the history and culture of modern and ancient Khakas, the wisdom of the ancestors.

    The green color on the flag symbolizes the brotherhood of all Khakass peoples, it is also the traditional Siberian color. The ratio of the length of the flag to its width is 2: 1. The width of the green bar is equal to the width of the other bands.

    Due to the fact that the location and color of the horizontal stripes on the Flag of the Republic of Khakassia repeated the location and color of the stripes on the Russian Flag, the law of September 24, 2003 establishes a new description of the Flag of the Republic of Khakassia, according to which it represents three equal horizontal stripes: the top one is blue, the middle one - white, lower - red. The fourth strip of green color is located vertically at the shaft, with a solar sign of golden color in the middle of this strip.

    COAT OF ARMS OF THE REPUBLIC OF KHAKASSIA


    The official state emblem of the Republic of Khakassia is defined by the Constitution of the Republic of Khakassia and the Law of the Republic of Khakassia.

    06.06.1992 The Supreme Court of the Republic of Khakassia adopted the law “On the State Emblem of the Republic of Khakassia”. According to this law, the State Emblem of the Republic of Armenia was an image of a stylized blue leopard curled into a ring on a white background and framed by birch branches. Above the leopard is a solar sign. At the base of the branches is an element of the Khakass national pattern - a trefoil.

    But the emblem was unpopular both among the population and in the ruling circles.

    Therefore, in 1996, a competition was announced for the creation of a project for the coat of arms of Khakassia, in which 54 artists took part. The competition was closed, as a result of which the project of the coat of arms of the artist Alexander Kotozhekov was recognized as the best project.

    March 9, 2003, the Supreme Court of the Revolutionary Union adopted a new law “On the State Hero of the Republic of Khakassia” In accordance with this law, the state symbol PX is "an image in the silver field of the scarlet (red) shield of the Amazons, burdened with a silver walking winged leopard, on the alert, thinly edged and decorated with gold." At the top of the shield is a golden solar sign, bordered with greenery, as a symbol of the Universe. The shield is surrounded by a wreath of scarlet birch branches with green foliage. Below, between the branches, on the green ribbon is the inscription: “Khakassia”.

    The difference of the current version of the coat of arms from the one originally adopted in 2001 is the ornament, which replaced the inscription “Khakassia” (changes were made by the Law of the Republic of Khakassia of December 20, 2006 N74-3PX).

    The solar sign symbolizes eternal life on earth, the unity of the history and culture of modern and ancient Khakas, the wisdom of the ancestors, the birch shared with Russia the history of Khakassia, and the trefoil in the ornament - the identity of the Khakas. The snow leopard, otherwise the snow leopard, a mammal from the cat family, a detachment of predators, is currently listed in the Red Book of the Republic of Khakassia. His image is found on ancient metal images of the so-called Scythian-animal style of the Tagar culture - the archaeological culture of the Khakass land of the 7th-3rd centuries BC. This name comes from the island of Tagarsky on the Yenisei, where excavations were made. The leopard was depicted on daggers, buttons and other household items found by archaeologists. On the emblem, the leopard symbolizes the internal strength of the republic, the successive connection of the cultures of the modern and ancient population of Khakassia.
