    The history of the military department of Voronezh State University began in the mid-20s. 90 years ago in 1924 M.V. Frunze wrote: “Our common goal: to put things in such a way that everyone who graduates from a civilian university is already prepared for the role of commander in the specialty closest to the given university and needs only a little practical training.” It was necessary to find a form of training for commanders that would ensure sufficient numbers and would not require large expenses.

    On October 1, 1926, classes began at the military department of Voronezh State University. Its first chief (military commander) was a career military man - brigade commander of the Red Army A.K. Karpov. The fate of the department was influenced by historical events: government reforms, repressions, the Great Patriotic War, with the beginning of which the university was evacuated to the city of Elabuga. Classes were stopped, and students and teachers, including teachers from the military department, went to the front. Many received military awards. For heroism and courage shown on the battlefield, P.M. Tarasov was awarded the title of Hero of the Soviet Union.

    To make up for the losses of the officer corps during the Great Patriotic War, the Council of People's Commissars of the USSR adopted a resolution on April 13, 1944, on the basis of which military training was introduced in civilian universities. The war showed the importance and vital necessity of this. Already on October 1, 1944, classes began at VSU on new programs for training reserve officers.     In 1961, on February 8, the military department of the university was disbanded, but a large shortage of officers, especially primary positions, in the troops forced the Government to restore military training in universities in 1967.

    The top leadership of Russia had an ambivalent perception of the military training of students in military departments. As a result, on July 20, 1993, by Decree of the Government of the Russian Federation No. 690, the enrollment of students in the military department at VSU was stopped. Two years of struggle were crowned with success; on May 26, 1995, the military department of VSU was again restored.

    Over the past 30 years, the department has trained more than 8,000 reserve officers. In difficult days for the Motherland, the officers of the department stood and stand in ranks next to their graduates. This was the case during the period of hostilities in Afghanistan, during the liquidation of the consequences of the Chernobyl disaster, during the liquidation of the consequences of the earthquake in 1989 in Stepanakert, and during the hard times in the North Caucasus. In post-war, as is sometimes believed, peacetime, two former VSU students were awarded the title of Hero of Russia. Graduate of the military department of the university in 1983, Colonel Yu.M. Anokhin (Faculty of Law) was awarded three Orders of Courage, and in 2000 became a Hero of Russia.

    There were also losses. Graduate of the military department of Voronezh State University in 1993, senior lieutenant O.G. Shevtsov (faculty of applied mathematics, computer science and mechanics), while serving in the 245th regiment in the Chechen Republic on April 16, 1996, risking his life, saved his soldiers and fought. Oleg died from multiple shrapnel wounds to the chest, abdomen and sniper hits to the neck, having honorably fulfilled his duty as an officer.     Today, the military department has 9 officers participating in combat operations in the North Caucasus region. Among them is Lieutenant Colonel I.G. Shalagin, awarded the Order of Courage. The multifaceted military-patriotic work carried out at the university makes military-accounting specialties attractive.

    In May 2006, we concluded a state contract with the Ministry of Defense of the Russian Federation for the experimental training of officers from among VSU students with their subsequent mandatory entry into military service under a contract. In 2008, a military training center and a military department were created at Voronezh State University.

    In December 2010, elections for the rector of VSU took place. During a pre-election meeting with students and staff of the university, D.A. Endovitsky promised to pay great attention to military education at the university. Since this year, VSU has become one of the ideologists of alternative types of military service. Already on January 18, 2011, at a meeting with the head of the Main Personnel Directorate of the Russian Ministry of Defense V.P. Goremykin had a meaningful conversation about the prospects for military education at the university.

    In 2011, the rector was received four times by the head of the State Administration of the Ministry of Defense of the Russian Federation V.P. Goremykin, who promised all support to Voronezh State University in terms of further development of military education.

    December 14, 2011 D.A. Endovitsky visited the Federal Security Service of the Russian Federation. At meetings with the deputy head of the Border Service of the FSB of Russia, with employees of personnel bodies, detailed conversations took place on the problems of military education. Relevant documents were signed on the issues of training officers at the military training center in the interests of border authorities.

    On December 18, 2012, a meeting was held between the rector of VSU and the Secretary of State - Deputy Minister of Defense of the Russian Federation N.A. Pankov. During the conversation, the parties discussed the directions of development of military education and the problems of training officers at the university, including in the interests of the FSB of Russia. The issue of “services in installments” was also discussed. Here the rector outlined the range of possible risks.

    On May 14, 2013, the rector took part in an online meeting of heads of the military-industrial complex and rectors of universities of the Russian Federation on the formation of new highly qualified personnel in the field of defense and security of our country. “If we solve only the problems of conscription into the army, we will reach a dead end,” emphasized VSU Rector D.A. Endovitsky. And we understand perfectly well that students must have alternative opportunities to repay their debt to their homeland. It is important to harmonize civilian areas of training and military specialties. We have a military department and a military training center, and we understand perfectly well that it is necessary to develop these components of military education in civilian universities. The principled position of the Ministry of Defense is important here.”

    In 2013, we took an active part in the creation of the Scientific Company.

    VSU was one of the first in the country to get involved in the creation of a military training system for university students under the training program for reserve soldiers and sergeants.

    On December 16, 2013, the rector and students of VSU took part in a meeting held by the Minister of Defense of the Russian Federation, Army General S.K. Shoigu with rectors of leading Russian universities. During the meeting D.A. Endovitsky emphasized that “the proposal of the Minister of Defense is extremely interesting and useful. It is important that our students’ requests are heard at the highest level.”

    February 18, 2014 in Moscow at the Central Museum of the RF Armed Forces D.A. Endovitsky and students of the PMM faculty, along with representatives of three leading Moscow universities, took part in the plenary meeting of the Public Council under the Russian Ministry of Defense. The rector of VSU emphasized: “Now we are discussing a completely unique situation when our students can choose a training program: to become a reserve soldier, or a reserve sergeant, or a reserve officer.”

    September 10, 2014 D.A. Endovitsky took part in a round table meeting held by Army General S.K. Shoigu at the Moscow State Technical University named after N.E. Bauman. The Minister of Defense noted that “not all educational institutions will train students under the new training program, but only as many as necessary for the Russian Ministry of Defense.”

    To increase the efficiency of recruitment, a propaganda and agitation point for the Faculty of Military Education of VSU, organized by a teacher of the military department of VSU, reserve lieutenant O.N., worked in the Palace of Children and Youth Creativity.     Military education at VSU at present

    Officers, sergeants and soldiers are trained in artillery specialties. In the future, it is planned to train students from humanities faculties as soldier-drivers (professionals based on DOSAAF).

    Today we will talk about what universities there are in our city, how much it costs to study at them and how their specifics will affect the future that you are planning for yourself. We will also touch upon the problem of so-called ineffective universities.

    Earlier, in a review of technical schools, I wrote that, in my opinion, higher education is sometimes inferior to a well-chosen special education. But, on the other hand, having the coveted crust has a number of advantages:

    • Unfortunately, in our country there is still a strong prejudice against people without qualifications, so education “like a tick on a resume” can be useful;
    • there are organizations where you do not have the right to be enrolled if you do not have a higher education degree, at least some;
    • education can be a good foundation for the future; perhaps you decide to write a PhD thesis in retirement - that’s where your diploma will come in handy.

    Voronezh, as you know, is a city of students. One all-knowing Internet resource with the letter “B” told me that 127,000 (!) students study simultaneously in the capital of the Black Earth Region. Of course, a significant part of them are college students, but, all the same, several district cents can be populated by Voronezh students. Where do they all study, and what do they hope to become? Go ahead, explore? Where is the best place in Voronezh?

    The Forestry Academy is, in my opinion, a very fun place. A close friend of mine had the honor of studying there. I called her a forester, and she called herself a “lestechkolkhoznik”. The forest, in one way or another, runs through all the curricula of all faculties, sprouting here and there with lush shoots.

    Every student at this university is required to learn that forests must be regularly thinned and even study the types of felling. Some will be honored to fly on a corn farm to explore the forests, and most will certainly while away the time on duty at the arboretum during the New Year holidays in order to protect rare varieties of Christmas trees from poachers.

    Of course, here you can get a profession that is rare, but in demand in its own way, but such a specific one that before you go to unite with nature, think: are you ready to do this all your life.

    The sensational list of ineffective universities

    Last year, many of us heard the frightening phrase “ineffectiveness of universities.” After monitoring the Internet, I tried to figure out what it was. It turned out that the performance assessment was carried out to determine whether the university had the potential for development. Factors such as:

    • amount of space per student;
    • number of foreign students;
    • university income.

    And some other aspects.

    Based on the analysis of all this, a conclusion was made that the universities showed signs of inefficiency and a diagnosis was made of the need for reorganization. According to the results of this study, 5 useless universities were discovered in the Voronezh region:

    • Borisoglebsk State Pedagogical Institute;
    • Voronezh State Forestry Academy;
    • Voronezh State Agrarian University named after Emperor Peter I;
    • Voronezh State Institute of Physical Culture;
    • Voronezh State Pedagogical University.

    On the one hand, these are the very universities where they go when there is nowhere else, but, on the other hand, the problem, probably, the problem is that working as an agronomist, trainer or teacher is not very profitable in our time, these professions are not taken seriously .

    By the way, the participation of private universities in monitoring was purely voluntary, otherwise, it seems to me, the result would have been different. However, the performance assessment procedure itself has caused a lot of criticism and this year will be carried out taking into account the regional characteristics of universities.

    This ends our instructive review. Finally, I would like to say a few more words about the role education plays in a person’s life. In order to answer this question, I, of course, turned to the Internet for help and also talked with several “older comrades” who consider their lives to be fulfilled. I asked: what did the “tower” become for you? The answers were approximately the following:

    • work is not your whole life, but simply a non-disgusting source of income;
    • education should help work, that is, “earning” money;
    • it is better to get some banal but in-demand specialty and have a stable income and allow yourself any kind of rest and lifestyle, than to constantly survive with a specialty “to your liking”;
    • if at 25 it will be easy for you to work “for an idea”, then by 40 you will already want comfort;
    • If you're afraid of becoming an office plankton by following these tips, then you're probably just in the wrong office and spending your weekends wrong.

    Well, this point of view also has a right to life. It’s not for nothing that it arose in several people at once.

    Now such formations can train not only reserve officers. You can also become a sergeant and a reserve soldier. In this case, the training period will differ.

    Students study in parallel with their main classes. At VSU, for example, one day a week is allocated for the military department. Training lasts from 1.5-2.5 years, depending on the rank. Officers study longer.

    At the university they are recruiting for the military training center. It is the same?

    No, if you see the UVC directions in the admissions office, this is different. In fact, this is special training for officers for contract service. Usually the guys study there for five years under a contract with the Ministry of Defense. They must then serve 3 years of their contract. That is, military personnel are trained in this direction at the university, by analogy with military academies.

    How to proceed?

    For admission to military departments at different universities, the requirements are approximately the same:

    • Study full-time
    • Have no outstanding criminal record
    • Have a category A or B group
    • Do not register with psychoneurological institutions and undergo a drug test
    • Fill out a form or CV
    • Pass physical fitness standards
    • Be a successful student (this rule is not found in every university)

    Usually most attention is paid to passing the standards. Since different universities train different military personnel, standards may differ. For example, at ITMO they take swimming to become a torpedo operator. In other cases, it is usually running, pull-ups or push-ups.

    Can girls study there?

    Depends on the university. The Ministry of Defense does not limit this. At VSU, for example, girls cannot enter the military department. The situation is the same at St. Petersburg State University. But girls can enter MGIMO. This information needs to be clarified specifically for each university. By the way, girls pass the standards on the same basis as boys - no concessions.

    What will they teach?

    First, check the specialty taught at the military department of your university.

    I asked a reserve officer I know to tell me a little about training. He graduated from the military department with a specialty as commander of a combat vehicle with anti-tank guided missiles:

    “While you go to classes, you don’t really notice any advantages. I don’t want to get up early, put on my uniform and go to university. But when you come to the training camp, you begin to understand whether you want to be a military man. You will better understand the specialty for which you studied: instruments, weapons, tactics. You get experience in construction and digging trenches.”

    At the end of their studies, students of the department undergo military training. They usually last about a month in the field. You live in tents or barracks at some unit and apply your knowledge in practice. Then you pass the exams and return home. Upon completion of training, you go to the military registration and enlistment office - there you are assigned a day when you must pick up your military ID.

    Voronezh State University has graduated a unique group of military translators. And starting this year, it begins training platoon commanders for anti-tank artillery and anti-tank guided missiles.

    A men's group with one single girl at the Faculty of Romance-Germanic Philology? Moreover, the main language in which is French? Just such a fantastic release took place this summer in Voronezh. For the first time, VSU issued diplomas for military translators. However, this group will be considered unique in the region for another five years, because it was the first, and so far the last, whose students learned the “military secrets” of translation within university walls. After the admission of today's graduates, recruitment for this specialty no longer took place and resumed only during the current admissions campaign. Having assessed the level of knowledge of newly minted military translators at VSU at the state exam, the Ministry of Defense has now ordered another 25 targeted places at the RGF faculty, not only with basic French, but also with other foreign languages.

    We studied basic military disciplines, and in addition to French, we also studied English and Arabic. From the third year I took up military translation. In June, representatives of the Ministry of Defense took our unified comprehensive exam in translation and military disciplines. Now the French language largely reflects for us the specifics of the army. At the exam, I got the topic: “Society’s attitude towards the army.” We had a discussion with a representative of the Ministry of Defense in French,” says the only girl, a military translator of the “Voronezh model of 2013” ​​Olga Yakunina.

    Now all nine young military translators with diplomas from Voronezh State University are waiting for their assignment. After graduation, they are required to serve three years in the Armed Forces. As they themselves say, none of them will remain in Voronezh.

    Our distribution through the Ministry of Defense and State Security - to other regions and even countries - is not at all frightening. On the contrary, it's great. But at first I wanted to enter the journalism department,” Olga adds.

    Yes, the specifics of a military man impose their limitations. But the distribution of the Ministry of Defense is not necessarily a closed garrison. Military translators are needed in different countries where we supply military equipment, including through the Ministry of Emergency Situations. After all, we still need to teach people in their language how to maintain this equipment. Our specialty is in great demand in the countries of Africa and Latin America,” says RGF graduate military translator Maxim Ovcharenko. - Because of my parents’ profession, I was always interested in military service, but at the same time I was very interested in literature, linguistics, and still in 2008, after school, I was going to the Russian Geographical Fund. The prospect of entering VSU through the military registration and enlistment office as a military translator turned out to be simply an unexpected stroke of luck that reconciled all my directly opposite ambitions.

    As explained to RIA Voronezh at the Faculty of Military Education of VSU, this year the order from the Ministry of Defense to the university has changed significantly. And if previously the university trained specialists for the armed forces among future journalists (for the press services of law enforcement agencies), psychologists and lawyers, now 25 future military translators will become the only humanities officers in the entire VSU.

    But for the first time, the Ministry of Defense has reserved one hundred places in the Faculty of Mathematics and the Faculty of Applied Mathematics and Mechanics. And only for young men. Servants of the Queen of Sciences will now be trained as platoon commanders of anti-tank artillery and anti-tank guided missiles in the missile forces. These applicants are now entering VSU through the military registration and enlistment office, and in addition to the Unified State Examination score competition, they also take a physical fitness exam at the university itself. True, VSU teachers recommend not to confuse these future students with the scientific company that appeared in Voronezh on the basis of the Air Force Academy. Zhukovsky and Gagarin.

    The recruitment that we are now conducting for the first time at the Faculty of Mathematics is not a conscript service of gifted students, but a higher military education based on fundamental scientific knowledge. For this reason, this year the civilian enrollment for the specialty “fundamental mathematics and mechanics” was not announced. But this does not mean that the dreams of the children who after school wanted to take up mathematics “in civilian life” were dashed. They will be able to fulfill their dream in other specialties of our faculty,” explains Alexander Baev, dean of the Faculty of Mathematics at VSU.

    According to all forecasts, military recruitment at VSU this year will most likely continue after the end of the admissions campaign. All those admitted “through the military registration and enlistment office” will receive uniforms and an additional scholarship from the Ministry of Defense. But the main privilege of future target officers of VSU over cadets of military schools is the absence of barracks. All visitors will live in the dormitory on an equal basis with other students.
