    Historical reference

St. Petersburg College of Telecommunications became part of the St. Petersburg University of Telecommunications named after prof. M. A. Bonch-Bruevich in December 1994 as a structural unit. Former name - Leningrad Electrotechnical School of Communications. E. T. Krenkel.

The first release of electrical technicians for radio and wire communications (160 people) took place in February 1933. From 1937 to 1937, the technical school was part of the Leningrad Educational Combine of Communications (LUKS), together with the Institute of Communications Engineers and the workers' faculty; address - nab. Rivers Moika, 61. In 1937, the technical school received financial and legal independence, in 1938, through the efforts of director Ivan Ageevich Lysachenko, it moved to 3 line V. O., 30-32, where the educational institution is located at the present time.

During the war years, most of the graduates, teachers and employees, headed by director I. A. Lysachenko, went to the front in the army or in the People's Militia. In the most severe conditions of the blockade, hunger, cold, under the leadership of director Agnia Parmenovna Vinokurova, the training of telecommunication technicians continued. During the war years, the release amounted to 230 people. In addition, in -1943, more than 130 people were trained in short-term courses. cable jointers and telegraph operators. Signalers were needed by the city and the front.

A new stage in the development of the technical school began in 1995 under the leadership of director Alexander Alexandrovich Dmukh, but already as a structural unit of the University. According to the results of certification, the technical school was transformed into the College of Telecommunications. The staff of the educational institution developed curricula and programs of basic and advanced levels in all specialties of training, as well as in new specialties. In 1995, training began in the specialty "Means of communication with mobile objects", in 1996 - "Software for computers and automated systems", in 1997 - "Management" (in the communications industry), in 1998 - "Economics, accounting accounting and control” (in the communications industry). Interaction with the departments of St. Petersburg State University of Technology made it possible to develop curricula and programs of an advanced level, linked to the curricula and programs of the University, and to begin training "junior engineers", first in the specialty of RS, RV and TV (1997), and then in other specialties. Thus, the system of continuous multi-level professional education "College - University" began to be built, which, changing and improving, still functions today.

In -2001, the college, as a partner school, took part in the international project of the European Education Foundation "Reform of vocational education and training in the North-West region of Russia", sharing its experience and acquiring new knowledge in the organization of the educational process.

In 2000, the College of Telecommunications was awarded the Honorary Diploma of the Governor of St. Petersburg " in connection with the success in the training of industry specialists and the 70th anniversary of the educational institution.

In subsequent years ( - , director Sergey Petrovich Bakharev), due to the rapid development of infocommunications, the college shifted its focus in education from studying specific types of equipment and communication equipment (due to their high cost and rapid obsolescence) towards studying technologies. This allows you to study today what will be professionally in demand tomorrow, that is. implement the principle of advanced learning. This approach has expanded the potential employment opportunities for graduates, since they are no longer tied to one type of equipment and one manufacturer.

Another confirmation of the correctness of the chosen concept of education is the successful participation of college students in various professional competitions of the highest level. College students participate in competitions of the international movement WorldSkills; are engaged in welding and measurements of fiber-optic communication cables, acquire skills in equipment installation, work in working professions; receive knowledge of the basic technologies of messaging and administration of local networks, programming of subscriber devices, the basics of management and office work.

The college is a specialized competence center of WorldSkills Russia for Information and Communication Technology competencies, organizes and coordinates regional qualifying competitions for selection to the national team WorldSkills in the city of St. Petersburg and the North-West Federal District, is a multiple laureate of the Competition "100 best secondary schools in Russia".

The college provides training in the following specialties:

    • "Multichannel telecommunication systems",
    • "Radio communication, radio broadcasting and television",
    • "Communication networks and switching systems",
    • "Computer networks",
    • "Programming in computer systems",
    • "Applied Informatics (by industry)",
    • "Operating Activities in Logistics"
    • "Postal communication" (only part-time education).

For some of these specialties, training is carried out under the programs of continuing education "College - University".

The College of Telecommunications is a structural subdivision of the St. Petersburg State University of Telecommunications named after Professor M.A. Bonch-Bruevich.

Within the framework of the professional educational programs of secondary vocational education implemented at the college, there are two profiles: technical (group of specialties: 11.00.00 Electronics, radio engineering and communication systems, 09.00.00 Informatics and computer technology) and socio-economic (group of specialties: 38.00.00 Economics and management). In addition to full-time education, distance learning programs are being implemented.

    Training is conducted in Russian.

Additional education in the college is implemented on the basis of the Regulations on the procedure for the provision of paid educational services for basic and additional educational programs.

Training is conducted by doctors of technical sciences, candidates of technical sciences, teachers with higher professional education.

From 1933 to 1940, the Leningrad Electrotechnical School of Communications produced 1003 radio and wire communication technicians, including radio transmitters, radio receivers, radio equipment, central telegraph stations, city telephone exchanges, and intercity telephone exchanges.

For the most part, they went to defend Leningrad in the ranks of the people's militia and the Red Army, just like the Komsomol members - third-year volunteers and accelerated graduation in November 1941, when the city was already under blockade, and there were several tram stops to the front. Eternal glory to them and our gratitude.

From the first days of the war, the director of the technical school I.A. Lysachenko, heads of radio and wire departments, teachers and employees capable of holding weapons in their hands.

On July 1, 1941, Agniya Parmenovna Vinokurova, a teacher of history, was appointed acting, and then director, until 1938 - head. workers' faculty.

Agnia Parmenovna Vinokurova, her closest assistants Konstantin Feliksovich Ditrikh and Maria Alexandrovna Kolesnikova, all the working teachers and employees managed to keep the technical school, ensure its work in the most difficult conditions of war and blockade, organize the training and production of fitters-solders and telegraph operators-apparatists for the city and the front ( more than 130 people), to continue the training of communications technicians.

In 1942, 63 people were admitted to the technical school, in 1943 - 195 people, in 1944 - 235 people.

During the war years, 230 electrical technicians of radio and wire communications were released.

    Admission 1945/46 academic year - 534 people. (!)

Having changed the curricula at the graduation course of the radio department, already in 1946 they released electrical technicians in the field of television devices to participate in the adjustment and start-up after the war of the equipment of the Leningrad Television Center.

In 1946, training was opened in the specialties of television equipment and line-cable communication facilities. It was necessary to restore communication lines and lay new ones.

The training of technicians has always reflected the needs of communications enterprises.

In 1956, in connection with the construction of program television centers in the capitals of the Union republics and the creation of a network of radio relay lines, the specialty Television technology and radio relay communications was opened at the technical school; in 1953-1956 – 2 training groups were prepared and graduated in the specialty Financial and economic activity of communication enterprises; in 1954-1957 5 groups were graduated in the specialty District electrical communications.

In total, from 1946 to 1958, the release of telecommunication technicians in full-time, evening and correspondence forms of education amounted to 2927 people. At the correspondence department since 1948, in addition to signalmen, economists were trained - planners and postal technicians.

From 1949 to 1957, on the basis of the technical school, one-year courses were organized for managers of regional communications offices and various advanced training courses for teachers and employees of the technical school.

The period from 1958 to 1978 (director Viktor Mikhailovich Vaganov) is characterized by the strengthening of the material and technical base of the technical school and the success of its teachers, staff and students. With the help of communication enterprises, the educational process is fully provided with its own laboratory base, a separate gymnasium is being built, two buildings are transferred to the balance of the technical school for dormitories, rooms are vacated and the laboratory and classroom fund is increased. Technical school teachers write textbooks that are published by the Svyaz publishing house and are recommended for communication technical schools, lead student technical circles, whose work receives diplomas from various exhibitions of technical creativity, and in 1968. and in 1974 - Diplomas and medals of VDNKh of the USSR.

Since 1963, there has been an intensive creation of technical training aids - the first machines for programmed (test) knowledge control (at the VDNKh of the USSR in 1968, the technical school was awarded a Diploma of the 2nd degree, teachers - with silver and bronze medals, students - with medals "Young Participant of VDNKh").

For the creation of a training class with a closed-circuit television system, the Minister of Communications of the USSR announced Gratitude to the teachers and students of the technical school (1973).

Technical teaching aids, programmed textbooks, business games that implement production situations, were used in the educational process by all teachers of the technical school.

The full-time and part-time departments of the technical school carried out training in the following specialties: Telegraph communications, Intercity telephone communications, City telephone communications, Linear cable communication facilities, Radio communications and broadcasting, Television equipment and radio relay communications; only the correspondence department - in the specialty of Economics and the specialty of Postal Communication.

In 1972, for merits in the training of specialists in the communications industry, the Leningrad Electrotechnical School of Communications was named after the polar explorer - signalman Hero of the Soviet Union E.T. Krenkel.

The communications industry developed intensively, curricula and programs, the names of specialties changed, the branch subordination, the requirements for graduates and the need for them changed. The technical school promptly responded to all changes not only in communication technology, but also in teaching methods and completion of training. Teachers regularly improved their skills at industry-specific courses and during internships at communications enterprises, introducing the acquired knowledge into the educational process; students got acquainted with new equipment during training and technological practices in production.

Since 1980 (Director Anatoly Dmitrievich Petrov) admission has been carried out in the specialties: Automatic Telecommunications, Multichannel Telecommunications, Telegraph Communications and Data Transmission (last issue - 1991) and Radio Communications and Broadcasting; the latter, since 1988, has become a specialization in the specialty of Radio Communication, Broadcasting and Television. At the correspondence department, admission to the specialty Postal Service did not stop.

In December 1994, by the Orders of the Ministry of Communications of Russia, the Leningrad Electrotechnical School of Communications. THIS. Krenkel was renamed the St. Petersburg Electrotechnical School of Communications, introduced into the St. Petersburg State Telecommunications Institute. prof. M.A. Bonch-Bruevich and according to the results of certification it was transformed into the College of Telecommunications.

Alexander Alexandrovich Dmukh was appointed director.

The college staff developed curricula and programs of basic and advanced levels in all specialties of training, as well as in new specialties. Responding to economic reforms, the emergence of enterprises of different forms of ownership, the need to improve the efficiency of specialists in the market, the College in 1995-1998. new specialties were opened: Means of communication with mobile objects (1995); Software for computer technology and automated systems (1996); Management (by industry) (1997); Economics, accounting and control (by industry) (1998), as well as training in traditional specialties: Communication networks and switching systems (Automatic telecommunications); Multichannel telecommunication systems (Multichannel telecommunication); Radio communication, broadcasting and television; Postal communication (by correspondence course). Interaction with the departments of St. Petersburg State University of Technology made it possible to develop experimental curricula and programs of an advanced level, linked to the curricula and programs of the University, and to begin training "junior engineers", first in the specialty of RS, RV and TV (1997), and then in other specialties . Thus, the system of continuous multi-level professional education "College - University" began to be built, which, changing and improving, still works today.

In 1997, the first generation of State Educational Standards (SES) was put into effect, in 2002 - the second generation of SES; the leading teachers of the college, members of the supporting commissions of the UKUZ Ministry of Communications of Russia in communications specialties, took an active part in their development. The curricula and programs of the college for all levels of training were revised taking into account the requirements of the State Educational Standards. Instead of "junior engineers", they began to produce "senior technicians", and then "technicians with additional training in the field of commercial activity"; work continued with the faculties of St. Petersburg State University of Technology to create curricula for accelerated training for college graduates.

In 1998 - 2001 The college as a partner school took part in the 2nd phase of the International Project of the European Education Foundation "Reform of vocational education and training in the North-West region of Russia", sharing its experience and acquiring new knowledge about the organization of the educational process.

By 2000, the educational process at the college was provided by a qualified team of employees and teachers of 89 people, of which 11 were candidates of science; 15 people had the title of "Master of Communications", 6 people - the title of "Honorary Radio Operator", 9 people - the title of "Honorary Worker of Secondary Vocational Education of the Russian Federation", 8 people were awarded the Certificate of Honor of the Ministry of Education of Russia. The contingent of students as of 01.10.1999 was 1582 people, including 552 people in correspondence courses

From 1930 to 2000, the educational institution trained and graduated more than 25 thousand mid-level specialists working at telecommunications enterprises in Russia, near and far abroad. Many graduates, having received later higher education, have become major leaders in the industry.

In 2000, “For great merits in the training of highly qualified specialists for industry enterprises and in connection with the anniversary”, the College of Telecommunications was awarded the Honorary Diploma of the Governor of St. Petersburg.

The introduction of digital technology and digital transmission systems, fiber-optic and satellite communication systems was reflected in the change in the content of the compulsory disciplines of the curricula and the introduction of new special disciplines at the choice of the educational institution, as well as in the creation of new classes and laboratories equipped with modern technology.

In subsequent years (2003 - 2015, director Sergey Petrovich Bakharev), classrooms, classrooms and laboratories continued to be equipped with modern computer equipment, interactive whiteboards, electronic video projectors; the UMKA distance learning system and the UTEST continuous testing system were put into operation; The center for distance learning and self-study and its branches began to work, providing access to educational and methodological materials on the Internet, on the external website of the college, on the local network of the college: in the educational and methodological portal and in the UMKA distance learning support system.

The college, its students and employees for active participation in scientific and technical creativity were repeatedly awarded with Diplomas of St. Petersburg NTO RES im. A.S. College students were twice awarded the National Treasure Silver Cross (March 2008, October 2008), and the head of technical creativity Igor Smirnov - the National Treasure Gold Cross (March 2008), and For success in the research activities of students” (October 2008). College students successfully performed at city and regional Competitions, Olympiads and Conferences.

Since 2005, on the initiative and with the direct participation of the college management and its employees, on the basis of the Central Museum of Communications and the college, with the support of the St. Petersburg Center for Telecommunications, the Olympiad in Information Technology was held annually among students of secondary specialized educational institutions of the Federal Communications Agency of Russia, which since 2006 was awarded the status All-Russian. College students have repeatedly won prizes at these Olympiads, and since 2011 - at the All-Russian competitions of professional skills "Telesfera" among students of educational institutions of Rossvyaz (in 2011 - at the competition of professional skills in Finland).

In connection with the rapid development of infocommunications, the college has shifted its focus from the study of specific types of equipment and communication equipment (due to their high cost and rapid obsolescence) towards the study of technology.

In 2009, the laboratory of Linear Communication Facilities was modernized and an educational and laboratory complex was created, in which students study modern methods and technologies for installing, welding and measuring copper and fiber-optic communication cables and gain skills in working with modern equipment.

In 2008 - 2010 were created and involved in the educational process the Laboratory of Wireless Access Networks, designed to study widely used technologies WI-FI and WI-MAX, and the Laboratory of Broadband Access Networks of ADSL technology on D-Link equipment, on the basis of which it is studied: building and supporting local area networks ; application of TCP / IP technology in building networks; construction and support of switched Ethernet/Fast Ethernet/Gigabit Ethernet networks based on switches of the 2nd and 3rd levels; construction and support of networks based on subscriber xDSL access; construction of wireless LANs based on D-Link equipment.

The study of technology expands the potential employment opportunities of graduates, because. they are no longer tied to one type of equipment and one manufacturer, and allows you to implement the principle of advanced learning: today to study what will be professionally in demand tomorrow. Another confirmation of the correctness of the chosen concept of education is the successful participation of college students in various professional competitions of the highest level. College students participate in all competitions of the international WorldSkills movement, win regional championships and become prize-winners of the WorldSkills Russia All-Russian Championship, the annual Telesfera departmental competition, Cisco Systems professional competitions, and other olympiads and competitions.

The College is a specialized WorldSkills Russia competence center for Information and Communication Technology competencies, organizes and coordinates regional qualifying competitions for selection to the WorldSkills team in St. Petersburg and the Northwestern Federal District.

In many ways, this is facilitated by the modern material and technical base, which is being modernized and developed with the direct participation of potential employers and manufacturers of telecommunications equipment.

In laboratories and training workshops, students in practice master digital switching systems, digital and optical transmission systems, modern network technologies, access networks, including such advanced technologies as ADSL, Wi-Fi, WiMAX, GPON; are engaged in welding and measurements of fiber-optic communication cables, acquire the skills of equipment installation, work in working professions; receive knowledge of the basic technologies of messaging and administration of local networks, programming of subscriber devices, the basics of management and office work.

The college repeatedly participated in the competition "Gold Medal "European Quality" in the nomination "100 Best Secondary Educational Institutions of Russia" and became its laureate, and S.P. Bakharev was awarded the badge of honor "Best Director of the Year

Currently, the college, being a structural subdivision of the St. Petersburg State University of Telecommunications named after prof. M.A. Bonch-Bruevich (SPbSUT), provides training in the following specialties: "Multichannel telecommunication systems", communications and switching systems”, “Means of communication with mobile objects”, “Computer networks”, “Programming in computer systems”, “Applied informatics (by industry)”, “Post communications”, “Economics and accounting” (for the last two - only for distance learning).
