    In accordance withsubparagraph 9) of Article 5-1 of the Law of the Republic of Kazakhstan dated July 27, 2007 “On Education”, I ORDER:

    1. Approve Rules for admission to training in military and special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan, implementing educational programs of higher education in accordance with Appendix 1 to this order.

    2. The Department of Personnel Work of the Ministry of Internal Affairs of the Republic of Kazakhstan (Abdigaliev A.U.) shall provide:
    1) state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;

    2) within ten calendar days after state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, direction for official publication in periodicals and the Adilet legal information system;

    3) within ten calendar days after the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, referral to the Republican State Enterprise with the right of economic management “Republican Center for Legal Information of the Ministry of Justice of the Republic of Kazakhstan” for placement in the Reference Control Bank of normative legal acts of the Republic of Kazakhstan;
    4) posting this order on the Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

    5) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submission to the Legal Department of the Ministry of Internal Affairs of the Republic of Kazakhstan of information on the implementation of measures provided for in subparagraphs 1), 2), 3) and 4) of this paragraph.
    4. To recognize as invalid some orders of the Minister of Internal Affairs of the Republic of Kazakhstan in accordance withAppendix 2 to this order.

    Rules for admission to training in military and special educational institutions
    Ministry of Internal Affairs of the Republic of Kazakhstan, implementing
    educational programs of higher education

    1. These Rules have been developed in accordance with the laws of the Republic of Kazakhstan dated April 23, 2014“On the internal affairs bodies of the Republic of Kazakhstan”, dated January 6, 2011“On Law Enforcement Service” (hereinafter referred to as the Law “On Law Enforcement Service”), dated July 27, 2007“On Education”, dated January 7, 2005 “On Defense and Armed Forces of the Republic of Kazakhstan” and dated February 16, 2012“On military service and the status of military personnel” (hereinafter referred to as the Law “On military service and the status of military personnel”) and determine the procedure for admission to military and special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan (hereinafter referred to as the Ministry of Internal Affairs), implementing educational programs of higher education.


    2. Citizens of the Republic of Kazakhstan specified in theArticle 39 and meeting the requirementsparagraph 2 of article 38 of the Law “On military service and status of military personnel”.
    3. The Main Command of the National Guard, before December 1 of the year preceding the year of admission, develops for military units of the National Guard (hereinafter referred to as military units) a plan for sending candidates to study at military educational institutions of the Ministry of Internal Affairs.
    4. Units of the Ministry of Internal Affairs, military units of the National Guard of the Republic of Kazakhstan, based on the plan for sending candidates, carry out professional orientation work, including:
    1) preliminary medical examination in accordance withRules for conducting military medical examination and the Regulations on military medical examination bodies in the internal affairs bodies of the Republic of Kazakhstan, approved by order of the Minister of Internal Affairs of the Republic of Kazakhstan dated November 18, 2015 No. 939 (registered in the Register of State Registration of Normative Legal Acts under No. 12834) (hereinafter referred to as – Order No. 939) andRules for conducting military medical examination andRegulations on the military medical examination bodies of the National Guard of the Republic of Kazakhstan, approved by order of the Minister of Internal Affairs of the Republic of Kazakhstan dated February 17, 2015 No. 118 (registered in the Register of State Registration of Normative Legal Acts of the Republic of Kazakhstan on February 26, 2015 under No. 10337) (hereinafter referred to as the VVE Rules );

    2) selection and verification of candidates for study at the place of residence, as well as mandatory special verification.

    5. Based on the results of vocational guidance work, the educational files of candidates for study are formed.

    6. Candidates from among the military personnel, before June 1 of the year of admission, submit a report addressed to the commander (chief) of the military unit, indicating the military rank, last name, first name and patronymic (if any), date of birth, position held, level of education, name of the military educational institution and specialty.

    The commander (chief) of a military unit, on the basis of the candidate’s report, ensures that he collects the documents specified in the list of documents submitted by candidates for admission to military educational institutions in accordance withAppendix 1 to these Rules, and passing comprehensive testing.
    7. A candidate from among individuals and students who are not in military service, before July 25 of the year of admission, applies to the internal affairs bodies or military units with an application indicating the last name, first name and patronymic (if any), date of birth, level of education, name of the military educational institution and specialty in which they wish to study, with the attachment of documents specified in the list of documents submitted by candidates for admission to military educational institutions according toAppendix 1 to these Rules.

    Stage 1 – final medical examination of candidates for study in accordance with VVE Rules;
    Stage 2 – professional and psychological selection;
    Stage 3 – selection of candidates based on physical characteristics;
    Stage 4 – competitive selection and enrollment in a military educational institution.

    9. To carry out the competitive selection of candidates, annually before June 20, by order of the Commander-in-Chief of the National Guard of the Republic of Kazakhstan, the following compositions are approved: the selection committee, the commission for conducting the final medical examination, the commission for testing physical fitness and professional-psychological selection of candidates, the appeal commission, the technical group.
    10. The total number of members of the selection committee consists of an odd number. The commission is headed by a chairman.

    The selection committee includes: representatives of educational and personnel structures, legal and medical services, and a military psychologist.
    The head of the military educational institution or a representative from the structural unit of the National Guard High Command supervising military educational institutions is appointed as the chairman of the selection committee.

    The secretary of the selection committee is responsible for preparing documents on the implementation of the functions assigned to the selection committee, materials for meetings, as well as a draft report on their work.

    Selection committee:
    2) conducts a final medical examination, conducts selection based on physical indicators;
    11. Professional and psychological selection of candidates is organized by specialists from a military educational institution.
    Based on the results of the inspection, he makes a decision “Recommended for training” or “Not recommended for training.”
    12. Candidates who have not passed stages 1 or 2 are not allowed to enter stage 3.
    13. The selection of candidates based on physical indicators is organized and carried out by the department of physical training and sports of a military educational institution.
    14. The selection of candidates based on physical indicators is carried out and the results of performing sports exercises are assessed in accordance with the standards for physical training for candidates for military educational institutions of the Ministry of Internal Affairs and the assessment of points (hereinafter referred to as standards for physical training) in accordanceAppendix 3 to these Rules.
    15. Physical training standards require candidates to perform the following types of exercises:
    100 meter run;
    3000 meter run;
    pull-up on the bar.
    16. Conditions for performing sports exercises:
    100 and 3000 meters running is carried out on a stadium treadmill or on any flat terrain;
    Pull-ups on a high bar are performed from the initial hanging position, with an overhand grip, without touching the support with your feet. Pull yourself up (chin above the level of the bar), from a stationary hanging position on straight arms (pause 1-2 seconds), legs together without jerking or swinging movements of the legs.
    17. The content of physical training standards and the conditions for performing sports exercises are brought to the attention of candidates no later than 24 hours before the start of the physical training selection.
    18. Immediately before the start of passing physical fitness standards, members of the physical fitness testing commission familiarize candidates with safety precautions against signature.
    19. Each type of sports exercise included in the standards for physical training is taken separately. No more than two exercises are allowed on one day; running 3000 meters is performed the next day separately from other exercises.
    20. The results of passing each sports exercise are recorded by members of the commission for checking the physical fitness of candidates in a separate sheet for passing certain types of sports exercises according toAppendix 4 to these Rules and are communicated to the candidate against signature. After recording the results of the exercise, a retake is not permitted.
    21. The results of meeting sports standards, as well as the average score for physical fitness, are brought to the attention of candidates within one hour and posted on the information stand.
    22. Physical fitness standards for candidates for military educational institutions are considered passed if the candidate scores at least 20 points in each exercise and the average score for the sum of 3 exercises is at least 20 points.
    23. Based on the data contained in the certificates for passing certain types of sports exercises, a summary report is compiled in the form according toAppendix 5 to these Rules, which is submitted to the admissions committee of the military educational institution of the Ministry of Internal Affairs.
    The summary sheet contains a conclusion about whether a particular candidate has passed the physical fitness test or not, and within one hour this information is brought to the attention of the candidates and posted on the information stand.
    24. A candidate who does not agree with the result of physical fitness tests submits an application for appeal.
    The composition of the appeal commission to consider issues related to the results of physical fitness tests is approved by order of the head of the military educational institution of the Ministry of Internal Affairs.
    25. An application for appeal is submitted to the appeal commission personally by the candidate before 13:00 the next day after the announcement of the results of physical training and is considered by the appeal commission within 24 hours. The applicant must have an identification document with him.
    26. Based on the results of consideration of the application, the candidate is given a retake of one physical exercise.
    27. The decision of the appeal commission is made by a majority vote of the commission. The work of the appeal commission is documented in protocols in the form according to

    Military educational institutions of the Ministry of Internal Affairs enroll candidates who, based on the results of the UNT or comprehensive testing, scores not lower than the threshold level establishedRules for awarding an educational grant to pay for higher education, approved by Decree of the Government of the Republic of Kazakhstan dated January 23, 2008 No. 58 (hereinafter referred to as Resolution No. 58), in the following subjects: Kazakh or Russian language (language of instruction), history of Kazakhstan, mathematics and an elective subject (physics, geography, world history, chemistry, biology), including at least 7 points in the core subject (mathematics), and in other subjects - at least 4 points;

    29. In the case of identical indicators during a competition for enrollment in military educational institutions, the following have an advantage:
    graduates of the Republican school “Zhas Ulan”;
    students of educational organizations with additional military training programs;

    Children of military personnel who died, went missing during service, or became disabled during military service.

    30. Based on the decision of the selection committee on admission to training, the head of the military educational institution issues an order on enrollment in the lists of cadets of the military educational institution.

    31. A candidate enrolled in a military educational institution enters into a contract for military service with the head of the military educational institution in accordance withparagraph 4 of Article 39 of the Law “On Military Service and the Status of Military Personnel”.

    32. A candidate enrolled (sent) for training at a military educational institution who has not reached 18 years of age on the day of enrollment enters into a contract for military service with the consent of his legal representatives.
    33. An extract from the order for enrollment in the lists of cadets of a military educational institution is the basis for the secondment to the disposal of the heads of military educational institutions of persons accepted for training.
    34. An extract from the order of enrollment (direction) for study is sent to the departments of defense affairs and military units within ten working days.

    35. Candidates from among employees of internal affairs bodies and military personnel of the National Guard of the Republic of Kazakhstan who are not enrolled as cadets return to their place of service.
    36. Military educational institutions, within ten calendar days after enrollment, submit to the Personnel and Military Education Department of the Main Command of the National Guard of the Republic of Kazakhstan and the Personnel Department of the Ministry of Internal Affairs information on the organization and conduct of admission, as well as copies of orders for the enrollment of cadets.

    In special educational institutions of the Ministry of Internal Affairs, citizens of the Republic of Kazakhstan under the age of 25 with higher education are accepted for training in a shortened period of time, with the exception of persons with higher education in the group of specialties “Law”.

    38. Special educational institutions of the Ministry of Internal Affairs carry out training in specialties in accordance with the list of specialties of special educational institutions of the Ministry of Internal Affairs specified inAppendix 7 to these Rules.
    39. Citizens who have expressed a desire to enroll in special educational institutions of the Ministry of Internal Affairs submit applications (in free form) to the personnel service of the territorial departments of internal affairs, the Department of Internal Affairs in Transport, departments of the penal system, departments of emergency situations (hereinafter referred to as DIA, DVDT, DUIS , DES) at the place of residence.

    The following are attached to the application:
    1) copy of identity card (notarized);
    2) photographs (without headdress, six photographs size 3.5 x 4.5 cm, one photo size 10 x 12 cm);
    3) autobiography filled in with your own hand (original);
    4) a copy of the certificate or diploma of education (notarized for graduates of an educational organization from previous years);
    5) a certificate issued to persons who have not completed their education (the original for graduates of the educational organization of the year of admission) according to the form of the certificate approvedby order of the Minister of Education and Science of the Republic of Kazakhstan dated June 12, 2009 No. 289 “On approval of certificate forms issued to persons who have not completed their education” (registered in the Register of State Registration of Normative Legal Acts No. 5717).
    40. The Personnel Department of the Ministry of Internal Affairs, before December 1 of the year preceding the year of admission, develops a plan for the territorial divisions of the Ministry of Internal Affairs for sending candidates to study at special educational institutions of the Ministry of Internal Affairs.
    41. Units of the Ministry of Internal Affairs after approval of the plan:
    1) organize the placement of announcements in the media and on the official Internet resource about the conditions of admission to special educational institutions of the Ministry of Internal Affairs;
    2) carry out work on professional guidance, selection and verification of candidates for study at the place of residence.
    42. To determine suitability for service, candidates for study undergo medical and psychophysiological examinations, including a polygraph examination, as well as a mandatory special test.
    43. The personnel service of the territorial Department of Internal Affairs, Department of Internal Affairs, Department of Internal Affairs, Department of Emergency Situations sends the completed personal files of candidates to special educational institutions of the Ministry of Internal Affairs before June 20 of the year of admission.
    44. The Personnel Department of the Ministry of Internal Affairs notifies candidates about the deadlines for admission to special educational institutions of the Ministry of Internal Affairs through the personnel departments of the Department of Internal Affairs, Department of Internal Affairs, Department of Internal Affairs, DUIS, and Department of Emergency Situations.
    45. Employees of internal affairs bodies and military personnel of the National Guard of the Republic of Kazakhstan with secondary, post-secondary, and higher education are admitted to special educational institutions of the Ministry of Internal Affairs by correspondence.
    For employees who are candidates for special educational institutions of the Ministry of Internal Affairs by correspondence, personnel services send educational files that contain:
    1) employee report;
    2) personal sheet for personnel records;
    3) a job description with a recommendation for referral to training;
    4) a copy of the identity card (notarized);
    5) a copy of the education document (notarized);
    6) six photographs measuring 3x4 cm;
    7) medical certificate 086-U in the form approvedby order of the Acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907 “On approval of forms of primary medical documentation of healthcare organizations” (registered in the Register of State Registration of Normative Legal Acts No. 6697).

    The composition of the selection committee is approved by order of the head of the special educational institution and is formed from among the employees of the special educational institution and representatives of the Ministry of Internal Affairs, Department of Internal Affairs (T), Department of Corrections, Department of Emergency Situations.
    The total number of members of the selection committee consists of an odd number. The commission is headed by a chairman.
    The chairman of the selection committee is the head of the special educational institution of the Ministry of Internal Affairs.
    The chairman of the selection committee manages the activities of the selection committee, establishes the powers of its members and approves the work plan of this commission.
    The secretary of the admissions committee is appointed from among the management staff of the structural divisions of the special educational institution, who is entrusted with the preparation of documents on the implementation of the functions assigned to the admissions committee, materials for meetings, as well as a draft report on their work.
    The decision of the selection committee is made by a simple majority of votes in the presence of at least two/thirds of the members of the selection committee. In case of equality of votes, the vote of the chairman of the selection committee is decisive.
    Selection committee:
    1) reviews the educational files of candidates;
    2) conducts a final medical examination, checks the physical fitness of candidates;
    3) prepares competitive lists and a protocol of the selection committee on the enrollment of candidates as cadets in the form according toAppendix 2 to these Rules;
    4) conducts interviews with candidates;
    5) makes a decision on enrollment or refusal to enroll as cadets based on the results of a competitive selection;
    6) analyzes the results of accepting candidates and develops measures to further improve this work;
    7) considers complaints and applications regarding admission to studies.
    47. The activities of the selection committee are carried out in accordance with the work plan. The meeting of the selection committee is held by the decision of the chairman of the selection committee.
    48. Comprehensive testing is carried out for graduates of general secondary education organizations (secondary general) of previous years, graduates of technical and professional (primary and secondary vocational, post-secondary) educational organizations.
    Comprehensive testing is carried out on the basis of testing points (basic special educational institutions).
    49. Candidates for study in special educational institutions of the Ministry of Internal Affairs for training in a shortened period of time are subject to professional selection, which includes a medical examination, testing of physical fitness and knowledge of the current legislation regulating the activities of internal affairs bodies.
    Testing your knowledge of the current legislation regulating the activities of internal affairs bodies is carried out in the form of an interview.
    50. To admit candidates, by order of the chairman of the selection committee, the following are created:
    1) non-staff temporary military medical commission;
    2) a commission to check the physical fitness of candidates;
    3) appeal commission;
    4) technical group.
    A non-staff temporary military medical commission is created in accordance withOrder No. 939, chaired by the head of the medical department (part) of a special educational institution of the Ministry of Internal Affairs to conduct the final medical examination of candidates.
    A physical fitness testing commission is created to carry out activities to organize the selection of candidates based on physical indications. The commission includes employees of a special educational institution of the Ministry of Internal Affairs, as well as representatives of public associations.
    An appeal commission is created to consider applications from citizens based on the results of the selection of candidates based on physical indications.
    A technical group is created to carry out activities for the reception and processing of personal and educational files of candidates.
    51. Information about the admission procedure, as well as the decisions of the admissions committee on organizing and conducting admission, enrollment deadlines are posted on the Internet resource of special educational institutions of the Ministry of Internal Affairs and are promptly communicated to candidates.

    Candidates who have the sports qualification “Honored Master of Sports of the Republic of Kazakhstan”, “Master of Sports of the Republic of Kazakhstan” and who have submitted supporting documents to the selection committee of a special educational institution of the Ministry of Internal Affairs are exempt from selection based on physical indications.
    When selecting candidates based on physical characteristics, candidate encryption is used.
    53. Physical training standards require candidates to perform the following types of exercises:
    100-meter run (boys, girls);
    running (cross) 1000 meters (girls);
    running (cross) 3000 meters (boys);
    pull-ups on a high bar (boys);
    complex strength exercise (girls).
    54. Conditions for performing sports exercises:
    100, 1000 and 3000 meters running is carried out on a stadium treadmill or on any flat terrain;
    Pull-ups on a high bar are performed from the initial hanging position, with an overhand grip (thumb underneath), without touching the support with your feet. The exercise is considered completed when the chin crosses the bar of the crossbar, each time from a stationary hanging position on straight arms, without jerking or swinging movements of the legs.     55. The content of physical training standards and the conditions for performing sports exercises are brought to the attention of candidates no later than 24 hours before the start of the physical training selection.

    58. To fulfill the physical training standards for pull-ups on a high bar, complex strength exercises and 100-meter run, no more than 3 candidates are allowed at the same time. No more than 10 people can take part in the 1000 and 3000 meter (cross) races at the same time.
    59. Evaluation of selection results based on physical indicators is carried out separately for boys and girls.
    60. The results of each sports exercise are recorded by members of the commission for checking the physical fitness of candidates in a separate sheet and are brought to the attention of the candidate for signature. After recording the results of the exercise, a retake is not permitted.
    61. Based on the data contained in the certificates for passing certain types of sports exercises according toAppendix 4 to the Rules, a summary statement is drawn up in accordance withAppendix 5 to these Rules, which is submitted to the admissions committee of a special educational institution of the Ministry of Internal Affairs.
    The summary sheet contains a conclusion about whether a particular candidate has passed the physical fitness test or not, and within one hour this information is brought to the attention of the candidates and posted on the information stand.
    62. A candidate who does not agree with the result of physical fitness tests submits an application for appeal.
    The composition of the appeal commission to consider issues related to the results of physical fitness tests is approved by order of the head of the special educational institution of the Ministry of Internal Affairs.
    63. An application for appeal is submitted to the appeal commission personally by the candidate before 13:00 the next day after the announcement of the results of physical training and is considered by the appeal commission within 24 hours.     64. Based on the results of consideration of the application, the candidate is given a retake of one physical exercise at his request.
    65. The decision of the appeal commission is made by a majority vote of the commission. The work of the appeal commission is documented in protocols in the form according toAppendix 6 to these Rules, which are signed by the chairman and all members of the commission. Based on the results of the decision of the appeal commission, the applicant is given an extract from the minutes of the meeting of the appeal commission.

    67. The number of points required to participate in the competition for enrollment in the number of cadets of special educational institutions of the Ministry of Internal Affairs based on the results of the UNT or comprehensive testing is establishedResolution No. 58.
    68. Enrollment in special educational institutions for training in a shortened period is carried out through a competition based on the results of professional selection.
    69. When holding a competition for enrollment in the number of cadets of special educational institutions, the Ministry of Internal Affairs has the advantage:
    1) persons awarded the “Altyn Belgi” badge;

    Admission to the institute is carried out in accordance with the scores of the certificate issued based on the results of a unified national testing or comprehensive testing conducted using technologies developed by the National Testing Center of the Ministry of Education and Science of the Republic of Kazakhstan.
    Admission of citizens to the Institute for full-time study is carried out in four stages:
    - at the first stage, the state admissions committee of the institute forms a contingent of candidates for study, selecting in accordance with the scores of the UNT certificate or comprehensive testing (Kazakh or Russian language, history of Kazakhstan, mathematics and physics, specialized subject - mathematics);

    At the second stage, selection is carried out according to medical and psychophysiological indications;

    At the third stage, selection is carried out according to physical indications (pull-ups on the horizontal bar, 100-meter run, 3000-meter cross-country);

    At the fourth stage, the credentials committee enrolls the cadets.

    In its work, the credentials commission is guided by the current legislation of the Republic of Kazakhstan, regulatory legal acts of the Ministry, Ministry of Education and Science of the Republic of Kazakhstan, as well as the Rules for the admission of citizens to the state institution “Kokshetau Technical Institute of the Ministry of Emergency Situations of the Republic of Kazakhstan” approved by order of the Minister of Emergency Situations of the Republic of Kazakhstan dated May 13 2010 No. 160.

    The selection of citizens to study at the institute is carried out by the Departments of Emergency Situations of the regions and cities of Astana and Almaty, military units of the Ministry, units of rescue units of the Ministry in accordance with the order for staffing the faculty of full-time education. The registration of personal and educational files of candidates for study is entrusted to the personnel departments of the Ministry.

    During the period of passing the entrance exams, candidates for full-time studies are in a barracks position and comply with the daily routine and statutory requirements in force at the institute.


    Persons enrolled in the prescribed manner for full-time education are removed from the military register and placed on a special register with the fire service.
    Training, uniforms and meals for cadets are provided at the expense of the republican budget. In addition, a scholarship is paid: 1-2 courses 3500 tenge, 3-4 courses 6100 tenge. A contract is concluded with cadets enrolled in the institute, one of the important points of which is that in case of expulsion, all costs incurred by the state for training, food and clothing allowance at the time of expulsion are paid. After graduating from the institute, a contract is concluded for five years, in which one of the clauses is that in case of dismissal from the state fire service within five years, he pays the expenses incurred by the state during the period of study at the institute.

    For persons who have completed a full course of full-time training at the Kokshetau Technical Institute, namely 4 years, the training time is equivalent to completing compulsory military service. Cadets of the first and second years are in a barracks position, the third and fourth years are in free residence.
